The Deputy Prime Minister noted several directions for the development of the education system for the next academic year — its overall readiness, changes in the educational process, and systematic support for teachers. He thanked the heads of municipal and regional education management bodies and all colleagues for their great work in preparing for the new academic year.
“In the new academic year, more than 38 thousand schools will open their doors to 18 million children. About 4 million students will attend classes in 3.2 thousand colleges. This academic year, the Ministry of Education is introducing new educational courses and subjects. For example, in 5th grades, this will be “The Spiritual and Moral Culture of Russia.” And starting from November, the course “Artificial Intelligence and Information Security” will begin for grades 5 through 11. I ask you to ensure staffing, methodological, and organizational work,” said Dmitry Chernyshenko.
Speaking about systemic support for teachers, the Deputy Prime Minister emphasized that on July 20, President Vladimir Putin signed a decree that established additional measures for such support.
“Our common task is to ensure their practical implementation in all regions. We are preparing the necessary regulatory framework: amendments to the legislation, the procedure for issuing certificates confirming the teacher’s status, industry regulations. We are forming a unified system for protecting the professional rights of educators,” added the Deputy Prime Minister.
Dmitry Chernyshenko urged the heads of regional education management bodies to ensure the implementation of the presidential decree and to keep the execution of support measures under personal control. In conclusion, the Deputy Prime Minister wished the participants of the All-Russian August Pedagogical Conference fruitful work and a successful start to the new academic year.
Minister of Education Sergey Kravtsov outlined the key tasks for the new academic year.
“It is important to strictly adhere to the requirements of Order No. 704 of the Ministry of Education, to bring the work programs in line with the unified lesson planning. I would also like to separately address the admissions campaign in pedagogical universities. This year, more than 700,000 applications have been submitted — 35% more than last year. This growth is partly ensured by the creation and development of a network of psychological and pedagogical classes. As for the Unified State Exam, no major changes or complications in its conduct are planned,” emphasized Sergey Kravtsov.
One of the important innovations will be the extracurricular course “Artificial Intelligence and Information Security.” It will appear in all Russian schools from November 2026 and will allow students to learn about the advantages and disadvantages of digitalization. The Minister of Education specifically emphasized that modern technologies will never replace the teacher.
Significant attention during the meeting was given to educational work with children. Sergey Kravtsov announced the introduction of a behavior assessment system for students in grades 2–8 starting from the new school year.
The “Conversations about Important Things” classes will continue in schools, the concept of historical education and the list of events for inclusion in the calendar plans of educational work for the 2026/2027 academic year have been approved. Methodological recommendations have also been developed for kindergartens. Meeting participants also discussed the development of secondary vocational education and the training of personnel for the economy.
Among the priorities for the new academic year, the head of the Ministry of Education highlighted the development of educational infrastructure.
Minister of Digital Development, Communications and Mass Media Maksut Shadaev stated that in addition to electronic journals and diaries, additional services will be available for schools and colleges. He paid special attention to the launch of a mobile application for teachers, which will allow safely managing the electronic journal directly from a smartphone, simplifying the entry of grades, homework assignments, and attendance data right during the lesson.
The head of Rosobrnadzor, Anzor Muzaev, spoke about the education quality assessment procedures that will take place in the upcoming academic year.
“As for the issues related to the state final certification, no radical changes are expected in 2027. This week we will publish the demo versions of the control measurement materials for OGE and EGE. The exam content fully corresponds to the standard and the federal educational program,” said Anzor Muzaev.
Participants of the meeting included the head of Rosmolodezh Grigory Gurov, chairman of the board of the “Movement of the First” Artur Orlov, vice president for strategic projects of LLC “VK” Rustam Khaibullov, chairwoman of the All-Russian Education Trade Union Larisa Solodilova, heads of the constituent entities of the Russian Federation, regional ministers of education, plenipotentiary representatives of the President of Russia in federal districts, heads of education management bodies, rectors of pedagogical universities, directors of state, municipal, and private educational organizations, members of the All-Russian Expert Pedagogical Council. About 50 thousand people from across the country joined the event broadcast.
