On the eve of the country’s largest technological event — the XIII International Forum “Technoprom-2026” — Novosibirsk Oblast became a focal point for leaders of regional science. At the venue of the new campus of Novosibirsk State University (NSU), two key strategic sessions were held, bringing together deputy heads of Russian regions, representatives of the federal center, and the rectorate.
Participants discussed ways to translate the region’s scientific potential into concrete economic indicators and ensure technological sovereignty at the local level.
The first key platform was the project session “Management Decisions for the Scientific and Technological Development of the Subjects of the Russian Federation,” organized by the Russian Presidential Academy of National Economy and Public Administration (RANEPA).
Deputy heads of regions responsible for scientific policy, university leaders, and representatives of the real economy sector took part in the work. The central topic of the discussion was the presentation of the results of a large-scale study — an assessment of the maturity of STI management systems across all 89 constituent entities of the Russian Federation, conducted in July 2026.
The organizers emphasized the fundamental difference of this methodology from the National Ranking of the Ministry of Education and Science of Russia. While the national ranking evaluates the final results of the work (the number of patents, articles, or implemented technologies), the maturity assessment analyzes the system itself — the presence of regulations, teams, procedures, and interaction mechanisms that ensure these results.
The assessment was conducted across five groups of indicators: management of the scientific and technological revolution in the RF subject; qualified demand for R&D from authorities and businesses; demand for training personnel in priority areas; popularization of science and support for young scientists; innovative development of the RF subject.
Based on the results of the audit, the regions were divided into four levels: leadership, progressive, basic, and initial. The top five leaders confirming the highest level of system maturity were Novosibirsk Oblast, the Republic of Tatarstan, Tomsk Oblast, Krasnoyarsk Krai, and Omsk Oblast.
“Novosibirsk Oblast being ranked among the top five in assessing the maturity of the science and technology development management system is not just a line in a rating. It is confirmation that our regional team has built a functioning mechanism. We consciously shifted from fragmented support measures to a coordinate system where science responds to the demands of the state and business. Our result proves that when the authorities form a qualified order and universities fulfill it, true technological sovereignty is born. Today we share these management ‘recipes’ with colleagues from all over Russia because the challenges faced by the country are common,” shared Irina Manuilova, Deputy Governor of Novosibirsk Oblast.
Session moderators highlighted typical problems characteristic of most regions: the creation of a collegial management body for STR; regional support for R&D; personnel support based on demand; conversion of scientific research results into innovative developments.
The outcome of the project session was the development of four standard models of management documents, ready for implementation in the participating regions: a model for organizing a qualified science order, a personnel order model, an intellectual property management model, and a model for interaction between universities and industrial partners.
Next was a strategic session with the heads of scientific and technological development (HSTD) of the Russian Federation subjects. The event was organized by the Center for Scientific and Technological Development under the Government of the Russian Federation and was dedicated to integrating regional policies into a single federal framework through digital platforms.
The purpose of the session was to strengthen the role of the RNTR institute — a new position of deputy head of the region for science, which is now introduced everywhere. The discussion focused on synchronizing regional roadmaps with current federal-level tasks.
The strategic session gathered key representatives from the federal center and regions to discuss the integration of science into the economy. During the presentations, participants addressed issues of industry digitalization, mechanisms for forming a “qualified demand” for research from regional authorities, as well as models of interaction between universities and industry.
Colleagues from the constituent entities of the Russian Federation shared practical experience in organizing the work of development institutions and conducting competitions tailored to specific tasks of the local economy. Special attention was paid to digital services in the ‘Science and Innovation’ domain, which allow for monitoring the efficiency of budget fund expenditures and tracking the career path of scientific personnel from education to employment.
The session continued in the format of group workshops. Participants discussed in detail the tools for interaction with federal funds, methods of using digital platforms to monitor the situation in the regions, mechanisms for forming government assignments for scientific developments, and ways to strengthen vertical connections with specialized ministries.
The events held set a high standard for the main program of “Technoprom-2026,” demonstrating the readiness of the Siberian regions to take responsibility for Russia’s scientific and technological future. The Ministry of Science and Innovation Policy of the Novosibirsk Region will continue to work on disseminating the best management practices across the Siberian Federal District venues.
