Since the beginning of 2026, almost 150 urban development plans for land plots (GPZU) have been issued for the construction of residential buildings within renovation programs. This was reported by the Deputy Mayor of Moscow for Urban Development Policy and Construction Vladimir Efimov.
“Since January, 146 urban development plans (GPZU) have been issued for the construction of houses under the renovation program, which is 48 percent higher than the figure for the same period last year. These results are aided by convenient digital mechanisms for issuing documentation — the service is provided entirely electronically. We do not wait for the design of one house to be completed before starting preparation for the next; instead, we form land plots and urban planning documentation in advance, maintaining a continuous process of program implementation,” said Vladimir Efimov.
A land plot urban development plan is one of the fundamental documents required for the construction of objects. It contains detailed information about what can be built on the plot, and the maximum permissible parameters for the building.
“Each issued document accelerates the implementation of the renovation program. This means that even more Muscovites will move in the coming years from dilapidated housing to modern apartments with well-thought-out layouts, spacious kitchens, and accessible environments. As a result, the time from site selection to builders arriving at the site is shortened, and the pace of relocating residents from the old housing stock remains steadily high,” added the Minister of the Moscow Government, head of the city’s Department of Urban Policy.
The renovation program was approved in August 2017. It concerns about one million Muscovites and involves the relocation of 5,176 buildings. Earlier, Sergey Sobyanin instructed to increase the pace of implementation of the renovation program in twice. He also said that for seven months In 2026, 734 thousand square meters of housing under renovation were put into operation — this is a record for the nine years of the program’s implementation.
