As part of the cooperation agreement between the governments of the two regions, in 2025, on the basis of the Moscow Veterinary Automated System (VetAS), a state information system “YamalVet” was created in the Yamalo-Nenets Autonomous Okrug (YNAO). Thanks to it, specialists gained the ability to keep records of animals and electronic outpatient cards. In addition, the unified database significantly simplified the search for lost pets and work with animals from shelters.
“In recent years, digital services have significantly simplified the work of veterinarians in the capital and the care of pets. Paper logs are a thing of the past: the history of visits to city veterinary clinics, prescriptions, test results, and other important information about pets’ health is stored in a unified electronic system. Thanks to this, specialists can process documents faster and spend more time examining patients, while owners can access their beloved pets’ outpatient records at any time. The capital shares its expertise with other regions of Russia. For example, the experience of transferring the ‘VetAS’ system to colleagues from YNAO shows that joint work allows for effective replication of successful practices, saving time and resources on developing from scratch,” the press service said.
Every year, Moscow holds more than 50 meetings with other regions on issues digitalization, Sergey Sobyanin reported. The capital provides them access to best practices, including in healthcare, education, business, and tourism. Regions can connect to Moscow’s digital services without involving additional resources and capacities.
“The launch of the ‘YamalVet’ system is a significant step in the development of the district’s veterinary service. The unified digital platform allows us to monitor the epizootic well-being of the territory, promptly track the situation with animals, including stray ones, and build a transparent, manageable system. We see that specialists already demand this tool, and we will continue to develop its functionality to make services more convenient for animal owners and control more effective,” noted the head of the YNAO veterinary service, Evgeny Popov.
The “YamalVet” system, which is a regional counterpart to Moscow’s VetAS, has been adapted to the specifics of the Yamal-Nenets Autonomous Okrug and is actively used today in the work of public veterinary institutions. More than 100 specialists from the State Budgetary Institution “District Veterinary Center” are connected to it. It includes 26 territorial departments, as well as employees of the autonomous okrug’s veterinary service, representatives of municipal shelters, and local self-government bodies.
Digitalization has already shown practical results: veterinarians have switched to electronic outpatient cards, which has reduced the volume of paper reporting and minimized the risk of losing documents. In addition, the unified animal registry has simplified the search for lost pets and working with homeless animals. The electronic database “YamalVet” has already registered 22 thousand pets and more than two thousand animals from shelters, with the number of electronic cards exceeding 500 records.
Capital city veterinary automated system
Capital VetAS has been developing in Moscow since December 2018. All 24 state veterinary institutions in the capital are connected to it, employing more than 400 specialists. The system maintains an electronic registry of pets and a registry of animal shelters for ownerless animals, including 13 city institutions. Approximately 90 thousand new pets are registered annually in Moscow’s state veterinary clinics.
In June 2026, an electronic prescription form for veterinary medicines was added to VetAS. Thanks to this, veterinarians at state veterinary clinics no longer need to fill out paper documents, and pet owners don’t have to worry if they lose the prescription.
The implementation of VetAS helped create useful services for residents. For example, Muscovites can sign up for city veterinary clinic on the mos.ru portal, get an online consultation with a veterinarian, call the veterinary service to your home.
