Rural areas located in the Zapolyarny District of the Nenets Autonomous Okrug have been added to the list of settlements to be provided with high-speed internet at the expense of telecom operators’ contributions. The decision will increase the availability of communication services for local residents and open access to digital services for businesses.

The signed order added seven settlements to the list: the villages of Belushye, Vizhas, Volonga, and Snopa, the settlement of Vyucheysky, and the villages of Nizhnyaya Pesha and Oma. For these territories, it is planned to create a fiber-optic communication line at the expense of the universal service reserve fund, which is formed from deductions from a portion of the telecommunications operators’ revenue.

This possibility is provided for by amendments to the federal law “On Communications,” which were adopted in December 2024. The list of settlements to be provided with high-speed Internet at the expense of telecom operators’ deductions was approved by the Government in June 2025 (by Government decree No. 1618-r of June 23, 2025).
