For elderly single Muscovites and people with disabilities who have difficulty handling everyday matters on their own, there is a system social support at home. This is targeted assistance built around a specific person and their needs after assessing their life situation, health condition, and ability to cope with daily tasks. To date, 100 percent of city residents in need receive social services at home through individual programs.
Sometimes, in older age, physical limitations may arise due to illnesses or injuries, reducing mobility. In such cases, a person needs additional help and support. Moscow has built a comprehensive long-term care system in three directions depending on individual needs. These are training relatives in caregiving skills, professional home assistance for solitary city residents, and specialized institutions for round-the-clock care.
“Targeted home assistance for lonely city residents is a system built around an individual’s needs. After a quick application on mos.ru, within three working days, a specialist from the City Social Inspection visits the Muscovite. In a familiar environment, they conduct a functional diagnosis, evaluating not only the ability to self-care and perform simple and complex actions but also the safety of the home environment, risk of falls, and cognitive impairments. Based on this, an individual plan is drawn up and a social worker is assigned,” noted the deputy head of the city’s Department of Labor and Social Protection of the Population.
The Moscow standard for home care includes more than 20 services — from cleaning and cooking to assistance with hygiene procedures, buying medicines, and accompaniment to the clinic. Social workers help solve daily issues and also provide care and communication. Additionally, urgent services are available in difficult situations: accompaniment to the hospital, visits in the hospital, or assistance immediately after discharge, when the person has not yet recovered.
If visits from a social worker become insufficient and round-the-clock care is required, an elderly person living alone can move to a specialized inpatient social facility. In Moscow, there are seven gerontological centers for elderly residents of the capital and two gerontopsychiatric centers for city dwellers with dementia.
“Today, conditions in stationary social institutions are created to be as close as possible to home: with communication, engaging leisure activities, and necessary assistance. An accessible and safe environment has been established here, and each resident has personal space. A key element of the new standard is an individual approach that corresponds to the person’s needs,” noted
Tamara Firsova, head of the department for organizing stationary social services of the capital’s Department of Labor and Social Protection.
