First Deputy Prime Minister Denis Manturov and Deputy Prime Minister Tatyana Golikova held a meeting on demographic issues with an emphasis on the implementation of the corporate demographic standard at regional enterprises. The event was attended by representatives from the Ministry of Industry and Trade, the Ministry of Labor, the Ministry of Economic Development, the Ministry of Finance, the Ministry of Education, leading enterprises, as well as regional heads.
The First Deputy Prime Minister noted that the key role in implementing demographic policy belongs to the state.
“At the same time, the decision to have a child is influenced by employment stability, income, and the opportunity to continue professional development. Therefore, the active involvement of employers is important here, as they can locally remove many everyday barriers,” noted Denis Manturov.
According to the First Deputy Prime Minister, certain enterprises are already implementing corporate support programs during pregnancy (medical supervision and special work conditions) and after the birth of the child (payments). Expenses for kindergarten are also compensated, flexible conditions for returning to work are created, and special housing programs are in effect.
“This experience needs to be carefully studied and replicated. The key significance lies in the partnership between businesses and regions and municipalities. Besides direct payments, enterprises can assist in creating additional spaces in children’s infrastructure. We are talking about nurseries, kindergartens, camps, after-school groups, clubs, and sections. And if necessary and possible, companies should organize such formats directly on their premises (nursery groups or day care centers for children). This will allow employees to combine work with childcare and not force the family to choose between having a child and continuing professional activity,” emphasized Denis Manturov.
“Corporate social responsibility must be supported by reciprocal measures from the government. Such decisions are already being made. In particular, starting this year, employer payments up to 1 million rubles upon the birth of a child are exempt from personal income tax and insurance contributions. Corresponding expenses are taken into account when taxing profits,” added Denis Manturov.
The First Deputy Prime Minister noted that regional leaders and businesses in general are demonstrating a willingness to strengthen work in this area. At the same time, it is important to encourage the transition from individual payments and benefits to systematic support for the worker’s family.
As Tatyana Golikova noted, the main national goal set by the country’s President Vladimir Putin is the preservation of the population, strengthening health, improving people’s well-being, and supporting the family. To address these tasks, a new national project “Family” was launched in 2025. All national projects include measures aimed at supporting the family. During his trip to the Far East, the President spoke about the inadmissibility of depopulation in Russia. This, undoubtedly, is a task that requires special attention.
“Today, young people are entering the labor market with the goal of obtaining an education and building a career. At the same time, according to surveys, the main value for young people is family. Therefore, it is important to help young people maintain a balance between career and family, to create conditions for women to combine motherhood and employment. It is also important to create a favorable environment for pregnant women and women who have recently become mothers,” noted the Deputy Prime Minister.
According to her, the attitude of the employer towards young parents, corporate support measures such as additional days off, flexible working hours, remote work, the organization of short-term child care or children’s rooms at enterprises, and others are gaining great importance. Medical programs aimed at supporting women’s health are important. All significant issues of employer support for employees with family responsibilities are included in the corporate demographic standard, approved by the Russian Tripartite Commission for Regulating Social and Labor Relations in 2024. Monitoring its implementation in the country’s regions shows the most active work in the Penza, Ulyanovsk, Sverdlovsk, Chelyabinsk regions and the Yamalo-Nenets Autonomous Okrug. At the proposal of the State Council commission on the “Family” direction, more than 80 regions enshrine the provisions of the recommendations in collective agreements. In 71 regions, more than 96 thousand acts have been adopted, which provide support to more than 8 million employees with family responsibilities. The most active are the Republic of Tatarstan, Altai Krai, and Volgograd Oblast.
“The children who are born today will become workers of enterprises, labor dynasties, in 25 years or earlier. These are the people who will have to create Russia’s economy and build our country in the future,” said Tatyana Golikova.
She added that well-known measures such as maternity capital and a unified allowance have been launched to support families. The appropriate infrastructure is being created. Since June 1 of this year, a new support measure for working parents has started – an annual family payment. To date, 1.2 million parents raising 2.7 million children have already received the payment.
For his part, the Minister of Industry and Trade Anton Alikhanov noted that state corporations and industrial enterprises, together with the regions, annually increase the amount of funding for measures to encourage childbirth, creating conditions for the growth in the number of children in Russian families.
“The set of measures includes financial assistance at the birth of children, medical care for employees and their family members, housing benefits, targeted support for large families and working mothers. In addition, conditions are being created to combine professional duties with childcare. The issue of creating corporate kindergartens is also being worked on, taking into account the current workload of state preschool institutions,” noted Anton Alikhanov.
Following the meeting, the deputy prime ministers instructed ministries, regions, and state corporations “Rostec” and “Rosatom” to strengthen efforts in applying the corporate demographic standard and further expanding measures by enterprises to support employees with children.
