Deputy Prime Minister of Russia Dmitry Chernyshenko and Minister of Education of the Russian Federation Sergey Kravtsov presented the interim results of the application campaign for the “Zemsky Teacher” program.
“The ‘Zemsky Teacher’ program is being implemented under the directive of our President Vladimir Vladimirovich Putin and is part of the national project ‘Youth and Children.’ It helps to staff schools in small towns and villages with qualified, passionate personnel. In 2026, over 16,600 applications have already been submitted by teachers to participate in ‘Zemsky Teacher’—almost twice as many as last year. This confirms the demand for this crucial program both from schools and the teachers themselves,” said Deputy Prime Minister Dmitry Chernyshenko.
At the end of the school year and during the summer, teachers began to submit applications more actively: over 3 months their number doubled compared to January – May of the current year.
From 2020 to 2025, nearly 7,000 teachers were employed in schools in villages and small towns through the program. The largest group (almost 2,600) were teachers in philological subjects (native language, native literature, Russian language, literature, foreign language), followed by teachers of mathematics, algebra, geometry, and computer science (about 1,500). Additionally, more than 1,000 vacancies for elementary school teachers were filled.
The Siberian, Volga, and Far Eastern Federal Districts are among the top three leaders in the number of participants in the “Zemsky Teacher” program.
“A total of 1,216 vacancies are planned to be filled under the program this year. As of early August, about 20% of the vacancies remain open. The process of signing employment contracts continues, as do the competitive procedures. It is important for us that children in all settlements of every region of Russia receive equally high-quality education. For these purposes, the ‘Zemsky Teacher’ program is also being implemented, within which a one-time payment of 1 million rubles is provided. Those who have relocated to the Far East, the Donetsk People’s Republic, the Luhansk People’s Republic, the Zaporizhzhia and Kherson regions receive 2 million rubles each,” Sergey Kravtsov commented.
The “Rural Teacher” program has been implemented since 2020 following the directive of Russian President Vladimir Putin. Starting from 2025, it is part of the federal project “Teachers and Mentors” within the national project “Youth and Children.” In 2026, all subjects of the Russian Federation participate in it, except for Moscow and Saint Petersburg. The goal of the program is to reduce the number of vacancies in rural schools, increase the social status of rural teachers, and create additional incentives to attract them to the education system.
In 2026–2028, about 4,000 vacancies are planned to be filled through the “Zemsky Teacher” program.
