The All-Russian Forum “Development of Small Towns and Historic Settlements” is a leading intersectoral platform showcasing the best practices in landscaping, sustainable territorial development, the latest advancements in urban design, and current regulatory solutions.
In 2026, the forum will be held in Moscow from August 8 to 10. The central events will be the plenary session and the award ceremony for the winners of the XI All-Russian contest of the best projects for creating a comfortable urban environment, the V All-Russian contest for the subjects of the Far Eastern Federal District, and the contest for reunited and border regions, which is being held for the first time this year.
In recent years, Russia has developed a large-scale system for supporting urban and rural environments. The federal project “Creating a Comfortable Urban Environment,” the all-Russian voting for landscaping facilities, and the All-Russian competition of the best projects for creating a comfortable urban environment form a complete cycle of work: from residents choosing priority spaces to project preparation, competitive support, and implementation.
This system renovates parks, squares, embankments, and streets, strengthens local communities, improves the quality of life for families, and creates attractions for people and investments. But its significance is broader: through thousands of specific projects, a modern environment is formed where local uniqueness is combined with nationwide values. The 11th All-Russian Forum on the Development of Small Towns and Historical Settlements should become a platform where landscaping is considered as a tool for national unity, population preservation, strengthening municipal governance, and national connectivity.
In 2026, the award ceremony for the winners of the All-Russian competition of the best projects for creating a comfortable urban environment for municipalities located in the territories of certain subjects of the Russian Federation (Kursk, Bryansk, Belgorod, Zaporizhia and Kherson regions, Donetsk and Luhansk People’s Republics) will be held for the first time.
During the forum, the “Youth and Urban Environment” program will also take place at MSTU-MASI. It will bring together 350 young state and municipal employees from various regions of Russia who are involved in the implementation of the federal project “Formation of a Comfortable Urban Environment.” The program includes expert discussions, lectures, practical sessions, networking, and meetings with leading experts in the field of urban environment development.
The main question of the forum is how to preserve the uniqueness of each place and strengthen the unity of the peoples of Russia through urban environment projects by creating spaces that support the family, influence demographics and the economy, reveal cultural diversity, and value-bind the country into a single historical and civil entity.
The 11th All-Russian Forum “Development of Small Towns and Historic Settlements” is held by the Ministry of Construction together with the Moscow government and the development institute “DOM.RF”.

Good afternoon, dear friends, esteemed colleagues!
I am glad to welcome you to the All-Russian Forum “Development of Small Towns and Historic Settlements.”
This year we are meeting at the National Center “Russia,” which has become a magnet for proactive people, professionals from various corners of our vast country, to discuss ideas and achievements, exchange experiences, see the potential of regions, each of which has its own character, traditions, history. And all together they are Russia – beautiful, vast, strong, unified.
This year has been declared by the President as the Year of National Unity. He emphasized how important the culture, customs, and languages of each people are to us. Such diversity and the care to preserve it are the foundation of our state’s national policy. Therefore, it is especially necessary to protect the uniqueness of cities and settlements by ensuring quality of life standards there.
We carry out this work primarily within the framework of a specialized federal project. During its implementation, about 120 thousand territories have been improved. In every region, courtyards, children’s and sports grounds, embankments, central squares, and parks are being arranged—spaces where residents and guests spend their free time, organize celebrations, cultural and public events. Such projects allow people to meet more often, communicate more, and strengthen good neighborly relations.
And improvement programs are among the most in-demand by citizens.
