The government continues to work on forming a new management model for Russian science, capable of increasing the level of synchronization of activities in the scientific-technological, technological, and industrial fields. The “roadmap” for developing technology development plans will be prepared and submitted to the Cabinet of Ministers by October 27. This instruction was given by Prime Minister Mikhail Mishustin following the results strategic session on improving the management system for scientific and technological development, held on June 23.

The “Roadmap” will include coordinated information on the responsible agencies, technologies, development timelines, and necessary resources. It will be developed by the Ministry of Industry and Trade, the Ministry of Finance, the Ministry of Economic Development, the Ministry of Education and Science, the Ministry of Agriculture, the Ministry of Energy, the Ministry of Transport, the Russian Academy of Sciences, “Roscosmos,” and “Rosatom.”

To ensure a systematic approach in this direction, the Ministry of Science and Higher Education, together with interested government bodies and organizations, will prepare a draft procedure for the formation of priority areas of scientific and technological development and a list of the most important high-tech technologies, taking into account the timeline for developing the forecast of Russia’s scientific and technological development. The document must be submitted for consideration by the Commission on Scientific and Technological Development of Russia by April 12, 2027. An interim report is due by October 30.

Additional conditions are also planned to be created to attract financing in the field of innovative developments. In this regard, the action plan necessary to achieve the national goal, which involves increasing spending on research and development to at least 2% of GDP by 2030, including through doubling investments from private business, will be refined. Ensuring the approval and implementation of such a plan has been assigned to the Ministry of Science and Higher Education, the Ministry of Economic Development, the Ministry of Industry and Trade, the Ministry of Finance, the Ministry of Transport, and the Russian Academy of Sciences. Reports on the results must be submitted to the Cabinet of Ministers by November 25, 2030, with interim reports provided annually by November 23.

Work will continue in parallel on the development of a unified state information system for accounting scientific research, experimental design, and technological work for civil purposes. The Ministry of Finance and the Ministry of Science and Higher Education have been tasked with ensuring its integration with the “Electronic Budget” to transmit information about approved justifications for budget allocations on state contracts for conducting scientific research, experimental design, and technological work. Deadline – December 7.

A phased transition will also be ensured to provide the current tax support measures for conducting scientific research and development using a unified system. The relevant instructions have been given to the Ministry of Education and Science, the Ministry of Finance, the Ministry of Economic Development, and the Federal Tax Service. Deadline – November 27.

In addition, by November 25, the Ministry of Education and Science, the Ministry of Economic Development, Rospatent, and the Ministry of Digital Development will work out a mechanism ensuring the possibility of training sovereign and national artificial intelligence models on data from a unified system, taking into account the need to protect intellectual property.

By October 12, proposals for making a number of changes to the current legislation will be prepared and submitted to the Government. This concerns assigning responsibility to the Ministry of Education and Science for organizing work on monitoring, ensuring quality control, consistency, and traceability of data and regulatory-reference information in the unified system. It is also planned to enshrine in legislation obligations for all contractors to check and verify the information entered by performers into the system. This task will be carried out by the Ministry of Education and Science in cooperation with relevant authorities and organizations.

A separate set of instructions is aimed at the development of one of the sectoral segments of the system – medical science. In particular, the chief recipients of budget funds, who finance medical developments, are tasked with completing the work on entering information about applied scientific research and developments for 2026 into the unified system, ensuring the confirmation of scientific projects’ compliance with the criteria for classification as critical and breakthrough technologies by entering the relevant data into the system, and confirming that the commissioned work aligns with the sectoral priorities of medical science.

Speaking at the strategic session, Mikhail Mishustin noted that the new science management model requires the consolidation of potentials and closer cooperation between the government, business, and scientific organizations, applying unified approaches to planning and managing expenditures for conducting work, fine-tuning tools for attracting investments, and, if necessary, developing additional ones. “Especially concerning priority areas of scientific and technological development and high-tech solutions in the implementation of technological leadership projects,” emphasized the head of the government.
