Deputy Prime Minister of the Russian Federation Alexey Overchuk took part in the plenary session of the VIII Russian-Kyrgyz Economic Forum and the XII Russian-Kyrgyz Interregional Conference, held on August 5–7 in the Issyk-Kul region of the Kyrgyz Republic.

Dear Adylbek Aleshovich! Dear forum participants, dear friends!
First of all, I want to thank the organizers of the event for the invitation to participate in the plenary session of the VIII Russian-Kyrgyz Economic Forum and the XII Russian-Kyrgyz Interregional Conference.
Events such as the economic forum and our interregional conference hold special significance for the business dialogue between the two countries. These sought-after platforms have become a traditional meeting place for friends and like-minded people to engage in live dialogue and build direct working interregional relations between Russia and Kyrgyzstan.
The Kyrgyz Republic is our strategic partner and a true ally in Central Asia. Our relations are based on a long history, mutual respect, equality, and trust.
This experience of cooperation helps to correctly prioritize, focusing on the tasks set by the Presidents of Russia and Kyrgyzstan regarding the increase of investments, trade, technology implementation, small business development, and strengthening the labor market.
The Kyrgyz Republic is an important participant in the integration processes within the frameworks of the EAEU, CIS, and SCO.
Particular attention should be paid to the successes of the Kyrgyz economy, which it has achieved thanks to its participation in the Eurasian Economic Union.
According to the results of 2021–2025, Kyrgyzstan’s GDP growth amounted to 55.3%, which is the leading indicator in the EAEU. Industrial production increased by 45.5%, investment in fixed capital doubled, and the turnover of mutual trade with EAEU countries grew 2.4 times, reaching $5.9 billion.
The republic’s participation in the union’s integration processes creates a real foundation for expanding trade and economic ties, developing production cooperation, and launching new joint projects within the EAEU space.
In this regard, we would especially like to draw the attention of regional leaders and businesses to the financial support measures for cooperative projects in industry, which are currently provided by the Eurasian Economic Commission. I believe that Kyrgyz business could be more active here. Especially since similar support measures will soon become available to representatives of the agro-industrial complex. Such mechanisms contribute to the real strengthening of integration ties between our countries, and they should be utilized.
Russia accounts for 27.1% of Kyrgyzstan’s foreign trade turnover.
Mutual trade volumes are increasing; in the first 5 months of 2026, mutual turnover grew by more than a quarter – plus 25.5% – reaching 2.3 billion dollars.
More than 2,000 companies with Russian capital are operating in the republic.
We see great potential for expanding cooperation in all areas of our interaction – from the digital economy, cooperation in transport and logistics to industrial and agro-industrial cooperation.
In the territory of the Kyrgyz Republic, here in the Issyk-Kul region, construction of the largest solar power plant in Central Asia is being completed. Its opening will take place very soon.
At the same time, a Russian investor is building a wind power plant right here. Russian investments make a real contribution to improving Kyrgyzstan’s energy balance.
The implementation of joint projects and the growth of investments are facilitated in particular by the Russian-Kyrgyz Development Fund, as one of the key institutions for strengthening bilateral economic ties. About 4,000 projects have been implemented in all regions of the republic.
A special place in the calendar of our relations is occupied by the business dialogue “Russia – Kyrgyzstan” at the St. Petersburg International Economic Forum. This year it was held for the fourth time. I would like to separately note that this year, for the first time at the forum, the Kyrgyz Republic presented a national booth, which became a platform for demonstrating the country’s investment, industrial, tourist, and cultural potential.
One of the main factors contributing to the strengthening of ties between our countries is the Russian language. Russian is common to all peoples inhabiting Northern Eurasia, and knowledge of it provides people with additional opportunities and advantages in life. Therefore, Russia continues to assist in improving the quality of Russian language education. In the 2025/26 academic year, 170 teachers worked here in Kyrgyzstan as part of the “Russian Teacher Abroad” project. Last year, we developed and delivered 610 thousand adapted Russian language textbooks, and this year we plan to send another 671 thousand copies.
More than 10 thousand students from the Kyrgyz Republic are studying in Russia.
We are implementing a large-scale project to build 9 joint educational institutions in the territory of the Kyrgyz Republic. We expect the first students to start classes in the first three new schools on September 1, 2027. The work is currently progressing according to plan.
Domestic procedures for the ratification of the intergovernmental agreement on the terms of construction of the campus of the Slavic University named after the first President of the Russian Federation Boris Nikolaevich Yeltsin in the Kyrgyz Republic have been completed.
We would like to thank the President of the Kyrgyz Republic, Sadyr Nurgozhoevich Japarov, for supporting this project and allocating 30 hectares of land in a very prestigious area of Bishkek. Russia will build the best university in Central Asia here.
Today, most Russian regions maintain trade and economic ties with Kyrgyzstan. The most active among them are the federal cities of Moscow and Saint Petersburg, Nizhny Novgorod, Orenburg, Moscow, Chelyabinsk, and Sverdlovsk regions, as well as the Republic of Tatarstan.
To date, 27 agreements have been concluded between 18 subjects of the Russian Federation and 6 regions of the Kyrgyz Republic on the implementation of international and foreign economic relations in the field of trade and economic, scientific and technical, and socio-humanitarian cooperation.
It is at the regional level that cooperation takes place, which has a real positive effect on the lives of our people, and where horizontal trade and economic relations between business circles are implemented.
Russia is undoubtedly aiming to strengthen interregional and all other types of cooperation with Kyrgyzstan.
We will continue to deepen cooperation, strengthen our interregional interaction, and create conditions for a decent life for the citizens of Russia and Kyrgyzstan.
