Comprehensive Development of Territories (CDT) is one of the most effective tools for transforming Russian cities and improving the quality of the urban environment. This mechanism allows the creation of residential neighborhoods with all the necessary social, engineering, and transport infrastructure for residents, including by involving underutilized lands and reducing dilapidated or emergency housing stock unfit for habitation. The implementation of the first CDT projects is being launched in the reunited regions. This was reported by Deputy Prime Minister Marat Khusnullin.

“The CRT mechanism is an important tool for carrying out the tasks of the national project ‘Infrastructure for Life,’ which is also being worked on in Donbass and Novorossiya. In the cities of the DPR – Donetsk, Makeevka, and Mariupol, according to the master plans of six developers, new residential areas are planned to be built on land plots totaling nearly 2.7 million sq. m, which will be equipped with accompanying infrastructure. It is important to note that the renewal of cities and the creation of a comfortable and high-quality urban environment there should be carried out by competent specialists. To improve their skills, under the federal project ‘New Construction Rhythm,’ the Federal Autonomous Institution ‘RosKapStroy’ has prepared new educational programs,” said the Deputy Prime Minister.

Marat Khusnullin added that, according to urban planning documents developed by the Unified Institute of Spatial Planning for the implementation of CRT projects, the key settlements of the DPR are planned to have the construction of 7 schools with a capacity of 7.2 thousand places, and 11 preschool educational institutions for about 2.6 thousand children, a medical outpatient clinic and polyclinics to provide medical care for residents, as well as a fitness and wellness complex, cultural centers, and a number of public and business facilities.

“Comprehensive territorial development in the Donetsk People’s Republic is a unique example of mechanism implementation, because it is applied not just to renew outdated buildings or vacant lands, but to rapidly restore housing stock and infrastructure. The CRT projects launched in the DPR are planned until 2040,” noted the first deputy minister of construction and housing and communal services, Alexander Lomakin.

He specified that today, about 1.5 thousand CRT projects are in the active phase in 81 regions of Russia, covering an area of 30.5 thousand hectares. Their urban development potential reaches 224.8 million square meters of real estate, of which 168.2 million square meters are residential.
