The Southern Federal District is confidently increasing the volumes of construction of commercial, administrative, and agricultural facilities, which is directly related to the tourist flow and the need for modern service. This was reported by the Deputy Chairman of the Government, curator of the Southern Federal District, Marat Khusnullin.

“The creation of modern non-residential infrastructure is a necessary condition for business activity and comfortable recreation in the south of Russia. New commercial and social infrastructure facilities improve the quality of life for local residents, as well as increase the tourist attractiveness of the regions, allowing guests to be accommodated at a higher level of service. Even despite the difficult situation in the region and the country as a whole, based on the results of the first half of 2026, the area of commissioned non-residential buildings in the Southern Federal District amounted to 1.8 million square meters—31% more than during the same period last year. This figure became the highest growth rate among all federal districts. Work within the framework of the national project “Infrastructure for Life” continues,” said Marat Khusnullin.

The Deputy Prime Minister recalled that starting from 2023, Russia has seen a constant increase in the commissioning of non-residential real estate, and by the end of last year, a historic high was reached – more than 41 million square meters. In 2026, the positive trend continues: in the first half of the year, 14.7 million square meters of non-residential real estate were commissioned in the country, which is almost 9 thousand different buildings. The share of the Southern Federal District in the total Russian volume increased by 2.6 percentage points – to 12.5%.

Overall in Russia, an increase in construction commissioning was recorded in four federal districts. In the Far Eastern Federal District, the indicator increased by 12.7%, reaching 748.4 thousand square meters; in the Central Federal District, it increased by 11.8%, reaching 5.3 million square meters. In the Siberian Federal District, growth was 1.4%, with commissioning reaching 1.3 million square meters.

“The leader in absolute volume of commissioning remained the Central Federal District, which accounted for 36.1% of all new non-residential space in the country. The second place was taken by the Volga Federal District with a result of 2.5 million sq. m. The Southern Federal District rose to third place, ahead of the Northwestern Federal District. In total, the Central, Volga, and Southern Federal Districts provided 65.6% of all non-residential building space commissioned in Russia in the first six months of 2026,” said First Deputy Minister of Construction and Housing and Communal Services Alexander Lomakin.

According to regional data, in the first half of 2026, 11 thousand permits were issued for the construction of non-residential facilities with a total area of 25.8 million sq. m. The area of premises under valid construction permits for non-residential buildings amounts to 195.7 million sq. m.
