Capital city entrepreneurs are increasingly using guarantees Moscow Guarantee Fund (Mosgarantfond) not only for loans, but also in factoring transactions. This allows companies to receive funds faster for fulfilled contracts, maintain working capital, and preserve cash flow stability. Guarantees from Mosgarantfond, which is subordinate to the city Department of Entrepreneurship and Innovation Development, have long become one of the main tools for supporting business when raising financing.
Factoring provides entrepreneurs with the opportunity to receive money for delivered goods or services immediately, without waiting for payment from the buyer. This is especially valuable for companies working with deferred payments under government contracts or corporate orders. The funds received through factoring can be promptly allocated to purchasing materials, fulfilling new orders, settling accounts with suppliers, and developing production.
If an entrepreneur lacks sufficient collateral to conclude a factoring deal, they can seek support from the city. The guarantee from the Moscow Guarantee Fund covers up to 70 percent of the financing amount, with a maximum size of up to 100 million rubles. To receive support, there is no need to apply directly to the fund: the application is submitted by the factoring company — a partner of the fund, which manages the deal and interacts with the fund at all stages of the review process. Thanks to this scheme, Moscow entrepreneurs have already attracted more than 300 million rubles through factoring agreements.
An example of successful use of agency factoring with the guarantee of Mosgarantfond was a company — a manufacturer of dry construction mixes, operating on the market for more than eight years. Since 2022, the enterprise attracted credit funds with the support of the fund, and after the appearance of the new product — factoring guarantees — it used this tool twice. The received financing allowed timely fulfillment of obligations to suppliers, maintaining business activity, and implementing business tasks.
Operating in Moscow program preferential factoring for small and medium-sized enterprises. It allows attracting financing at a reduced rate, and combined with a guarantee makes the tool even more accessible. This helps companies maintain a stable cash flow and not postpone the implementation of new projects.
In 2024 and 2025, a Russian manufacturer of functional ingredients for healthy nutrition, producing sugar substitutes and vitamins, increased the company’s revenue by 20 percent year-on-year thanks to attracted financing, while production volume grew by 30 percent.
The Moscow Guarantee Fund, created at the initiative of the Moscow Government, is part of the city’s business support program. The organization acts as a guarantor to financial companies in cases where businesses lack sufficient collateral. This allows enterprises to raise funds for creating new projects, expanding production, and fulfilling contracts.

Specialists will help to understand the available support measures, choose the optimal financing program, and understand the mechanism of obtaining guarantees. Business owners will also be informed about partner banks, application requirements, and stages of attracting borrowed funds.
