The Siberian Federal District is the second largest macroregion of Russia, one of the country’s historical and geographical symbols. Its territory holds significant reserves of hydrocarbons, ore, and forest resources, as well as leading industrial enterprises. A crucial component of the district’s socio-economic development is reliable housing and communal services. Systematic renewal of housing and communal services facilities is carried out within the framework of the federal project “Modernization of communal infrastructure” of the national project “Infrastructure for Life,” said Deputy Prime Minister Marat Khusnullin.
“Siberia is a key district for the country’s economy, on which the energy and infrastructure stability of Russia largely depends. In this context, an important task is to ensure conditions for a comfortable life for people and the advanced development of the economy. Therefore, we are consistently implementing the measures of the federal project ‘Modernization of Utility Infrastructure’ of the national project ‘Infrastructure for Life.’ Since 2025, in the regions of the Siberian Federal District, 185 facilities for heating, water supply, and wastewater have been constructed and reconstructed, which has made it possible to improve the reliability of services for more than 466 thousand residents. This work is aimed at systematically solving long-standing housing and communal services problems on a national scale. By 2030, within the framework of the national project, the quality of utility services is to be improved for 20 million Russians. This is a serious challenge. And we are steadily working to fulfill the task set,” said Marat Khusnullin.
For example, in Tomsk, an overhaul of heating main No. 11S was carried out: road pavement and the old thermal-mechanical section were dismantled, waterproofing of trays and pre-insulated pipes was performed, a new pipeline with equipment was installed, and hydraulic and pneumatic strength tests were conducted. All work was completed before the start of the heating season, which will ensure reliable heat supply for about 5,200 residents.
In the work settlement of Suzun in the Novosibirsk region, new water supply networks with a total length of 16.3 km have been constructed, which will improve service quality for more than 15,000 people. Modern polymer materials resistant to corrosion and aggressive groundwater were used in the construction. Differentiated pipe diameters allowed balancing pressure, preventing water hammer, and minimizing water losses. The new system eliminates the risks of large-scale breaks and flooding, reduces operating costs, and also prevents waterlogging, soil erosion, and soil contamination, which positively affects the environment.
In 2026, the Novosibirsk region also plans to renovate and construct an additional 12.5 km of water supply networks as part of the federal project “Modernization of communal infrastructure.” Overall, for the current year, the regions of the Siberian Federal District have planned 89 activities for the modernization of housing and communal services.
“Construction, reconstruction, and modernization of energy generation facilities, water and heat supply, and wastewater disposal lay a solid infrastructural framework for the long-term socio-economic development of regions. Such projects create the foundation for sustainable growth of territories and improvement of people’s quality of life. Under the national project ‘Infrastructure for Life,’ 1,600 heat, water supply, and wastewater disposal facilities have been completed since 2025, of which 122 were completed in the first half of 2026. The quality of services has improved for more than 8 million Russians. All regions have actively engaged in this work. The Siberian Federal District demonstrates positive results: during the implementation of projects, water and heat supply is improving for hundreds of thousands of residents in the macroregion. It is important to continue accelerating progress, and for this purpose, comprehensive plans have been developed and updated, including over 50,000 activities for upgrading more than 18,000 housing and communal services facilities and about 140,000 km of engineering networks,” emphasized Minister of Construction and Housing and Communal Services Irek Faizullin.
The operator of several programs for the modernization of utility infrastructure under the supervision of the Ministry of Construction is the Territorial Development Fund (TDF).
“The reliability and durability of utility infrastructure form the foundation of people’s everyday comfort. That is why the modernization of housing and communal services is one of the priority tasks, which is being implemented, among other things, through the provision of concessional loans funded by the National Wealth Fund and financial support from the federal budget. In Siberia, using these mechanisms, 229 facilities were renewed since 2022, including almost 330 km of utility networks. FRT specialists regularly monitor the modernization. To this end, on-site inspections are conducted in the regions, and data from the automated information system (AIS) of the FRT are also used. The analytics compiled based on this data allow for comparing different regional approaches and providing recommendations for increasing work efficiency. To date, the FRT AIS contains information on more than 159 thousand utility facilities in Siberia,” said Vasily Kupyzin, CEO of the FRT.
Thanks to concessional loans from the National Wealth Fund, modernization is underway in nine regions. Wastewater treatment facilities have been upgraded in the settlement of Snezhnogorsk in Norilsk, booster pump station No. 18 in the Altai Krai, and the gas hot-water boiler house in the settlement of Zonalnaya Stantsiya in the Tomsk region. Thanks to funds from the federal budget, wastewater treatment facilities have been updated in the settlement of Zvezdny in the Kemerovo municipal district, and biological treatment facilities in the city of Yarovoye in Altai Krai. The greatest length of utility networks replaced under both housing and communal services modernization programs in the district is in Altai Krai — 143 km, Kemerovo region (Kuzbass) — 59.5 km, Krasnoyarsk Krai — 38 km, Irkutsk region — 35.6 km, Novosibirsk region — 18.8 km.
The activities of the national project “Infrastructure for Life” are synchronized with the people’s program of the party “United Russia,” which promotes key initiatives for the modernization of the country’s utility infrastructure. The party also keeps constant oversight over the work on updating and constructing urban economy facilities, utility complexes, and engineering networks.
