The United Nations Office for Project Services (UNOPS) will deliver equipment for backup power supply to the heating networks in the Dnipropetrovsk region of Ukraine, which will help ensure uninterrupted heating supply to local residents during the winter period.
Since the beginning of Russia’s full-scale invasion, Ukraine’s energy infrastructure has been under constant attack. Power generation, transmission, and distribution facilities are targeted, leading to massive power outages. The central and frontline regions of the country suffer particularly severely.
As a result of intensive attacks in the Dnipropetrovsk region in June and July 2025, significant damage was caused to communal and social infrastructure facilities. The electricity and heating supply networks were damaged, leading to numerous outages and complicating the work of communal services.
Among other settlements, the city of Samara was seriously affected, where nearly 30,000 people use the services of the local heat supply company “Samarteploenergo.” During the past winter, repeated power outages placed a serious strain on the city’s heating system, affecting the operation of schools, kindergartens, hospitals, administrative institutions, and other important public facilities.
UNOPS will purchase, install, and commission backup power units at Samarteploenergo’s enterprises. The project is being implemented with the financial support of the Spanish Agency for International Development Cooperation.
New equipment will enhance the resilience of Samara’s centralized heating system, reduce its vulnerability amid frequent power outages, and ensure more reliable delivery of essential utilities under the most challenging conditions.
According to Samara Administration head Sergey Reznik, the implementation of the project is important for the safety and well-being of the city’s residents.
“First and foremost, this initiative gives people confidence that the critical infrastructure of our city will be better prepared for emergencies,” he emphasized.
The modernization of the heating system is expected to help the city more confidently get through the upcoming heating season, providing residents and social institutions with stable access to heat.
