By order of the President, the Government continues its work to ease the debt burden of the regions. An order has been signed to write off two-thirds of the debt on budget loans totaling about 200 million rubles for two more regions – Krasnodar Krai and Belgorod Oblast.
The amount of the write-off corresponds to the size of these entities’ investments in housing and communal services modernization projects (including the replacement of elevator equipment in apartment buildings), the relocation of citizens from unsafe housing, the renewal of public transport, the recapitalization of industrial development funds, as well as the implementation of infrastructure projects aimed at the development of core settlements and support for organizations managing territories with preferential tax regimes.
They will be able to allocate the freed-up resources to implementing promising projects in various sectors of the economy, creating favorable conditions for business operations, as well as forming a comfortable environment for citizens.
In 2025, 58 regions were able to take advantage of the write-off of budget loan debts, resulting in a reduction of their burden by 226.9 billion rubles. Taking into account the new write-off in 2026, more than 70 regions have already had debts written off totaling approximately 286 billion rubles.
