Dushanbe, July 28 /Xinhua/ — China consistently remains an important driving force in the development of the Shanghai Cooperation Organization (SCO), promoting the “Shanghai Spirit,” deepening practical cooperation, and transforming the SCO into a significant platform for peace and development. This was stated in an interview with Xinhua by Jamshid Toshev, Deputy Director of the SCO Friendship and Cooperation Center in Tajikistan.
According to him, China has played a constructive, consistent, and strategically important role in the formation and development of the SCO.
“China’s contribution is not limited to participating in the establishment of the Organization. Much more importantly, China has consistently promoted the transformation of the SCO into an authoritative, viable, and practically oriented structure of international cooperation throughout all these years,” he noted.
The expert emphasized that one of the most important areas of China’s contribution was strengthening the value-political foundation of the Organization. By promoting and developing the principles of the “Shanghai Spirit,” China contributed to the formation of a special model of interstate interaction based on respect for sovereignty, equality, non-interference in internal affairs, consensus, and mutual consideration of interests.
“For the modern world, where politics too often is built on the logic of pressure and dividing lines, such a philosophy of cooperation has not only regional but also global significance,” said J. Toshev.
Speaking about economic cooperation, he emphasized that China offers SCO member states real opportunities for development. Transport corridors, infrastructure projects, investment interaction, trade cooperation, the digital economy, green energy, and industrial cooperation contribute to transforming the Organization from a platform for political dialogue into a space for joint development, where geographical proximity becomes an advantage of interconnectedness and shared growth.
The expert paid special attention to humanitarian cooperation. According to him, educational programs, the SCO University, specialist training, medical and social projects, cultural exchanges, and youth contacts strengthen the humanitarian dimension of the Organization and contribute to deepening mutual understanding among the peoples of the member states. The sustainability of the international association is determined not only by the effectiveness of its institutions but also by the level of trust among people, he emphasized.
J. Toshev also noted China’s contribution to enhancing the SCO’s international authority. In the context of an increasingly complex global political landscape, intensified geopolitical competition, and a trust crisis, China consistently promotes within the Organization the principles of genuine multilateralism, joint consultations, joint construction, and shared use of development outcomes. This approach fully corresponds to the nature of the SCO, which is based on consensus and respect for the interests of all participants.
According to the expert, the promotion of the concept of a SCO community with a shared future is of great importance for the further development of the Organization. This concept reflects the understanding that the member states are united not only by common challenges and interests but also by a shared responsibility to build a safe, sustainable, and just future.
“China’s contribution to the development of the SCO can be defined as a contribution to strengthening its institutional maturity, practical effectiveness, and international subjectivity,” noted Dzh. Toshev. According to him, thanks to China’s efforts, the SCO has become not only a platform for meetings but also a mechanism for strengthening mutual trust, not only a regional organization but also an important space for Eurasian interaction, as well as one of the significant elements of the emerging multipolar world order.
