The Government’s Operational Headquarters for Combating Cyber Fraud has approved new scenarios to counter online crimes, which will be implemented within the framework of the state “Antifraud” system. The decision was made at the first meeting of the operational headquarters, held under the leadership of Deputy Prime Minister – Head of the Government Office Dmitry Grigorenko.
Such scenarios will help prevent the use of SIM cards, bank cards, and important accounts by fraudsters. For example, if the operator sends a signal to the “Antifraud” system that a SIM card has been taken over by a malicious actor, remote banking services by that number are suspended for 24 hours. Thus, a fraudster who has seized the SIM card will not be able to use it to authorize in banking applications, transfer funds, or apply for loans.
“Fraudsters are constantly changing their schemes and quickly adapting to new conditions. This means that our counteraction system must operate proactively. To this end, we launched an operational headquarters to combat cyber fraud. Federal agencies, including law enforcement, the Bank of Russia, and business representatives, have joined its work. Our goal is to unite efforts to counter online criminals,” Dmitry Grigorenko emphasized.
At the first meeting, the composition of the working group at the operational headquarters was also approved, which will be engaged in preparing draft decisions. The working group included representatives from government bodies and businesses, including banks, mobile network operators, marketplaces, and social networks.
The establishment of the operational headquarters is one of the Government’s systemic initiatives aimed at combating cyber fraudsters. As a result of the measures implemented by the Government, in the first six months of 2026, the number of crimes involving information technologies decreased by one third.
The state system “Antifraud” was created as part of the first set of measures to combat cyber fraud and was launched in March 2026. The platform unites government agencies and commercial organizations and is designed for the rapid exchange of data to counter online crimes.
