Beijing, July 26 /Xinhua/ — On Sunday, the Ministry of Water Resources of China raised the flood emergency response mechanism level from 4 to 3 in the provinces of Jiangxi, Hunan, and Guangdong due to the existing high risk of debris flows caused by the impact of Typhoon “Noul”.
Jiangxi, Hunan, and Guangdong are located, respectively, in the east, the central part, and the south of China.
According to the results of the analysis of meteorological risks associated with mountain debris flows, from 8:00 AM Sunday to 8:00 AM Monday, a “red” warning level for mountain debris flows will be in effect in 43 counties at the junction of the borders of these three provinces, indicating a high risk of their occurrence.
The Ministry of Water Resources has dispatched two additional working groups to Jiangxi and Hunan to provide assistance and guidance on frontline flood control efforts and related work.
The Ministry has called on regional agencies and structures responsible for water management to conduct continuous monitoring of the typhoon’s trajectory and impact zone, paying special attention to high-risk areas such as riverbeds in mountainous regions, settlements located in gorges prone to mountain torrent occurrences, construction sites and tourist facilities in river valleys, as well as sections upstream and downstream of bridges.
As emphasized by the agency, it is necessary to make full use of monitoring and early warning systems to promptly alert residents of threatened areas and, if necessary, to organize their evacuation in a timely and decisive manner.
