Over five years of implementing the “Land for Tourism” project, Rosreestr has identified 1,863 land plots and areas with a total area of 47.6 thousand hectares, promising for the development of tourism projects. Additionally, 1,415 objects possessing tourist appeal have been identified. This was reported by Deputy Prime Minister Marat Khusnullin.
“The ‘Land for Tourism’ project is being implemented by decision of the Governmental Commission on Regional Development, and all work is conducted in close cooperation with the heads of Russia’s regions. This is a systemic tool for increasing the capitalization of the subjects, creating new jobs, and launching modern attractions for travelers. Thus, over five years, Rosreestr, the Roskadastr Public-Private Company, and regional teams have identified nearly 1,900 plots for tourist facilities with a total area of 47,600 hectares, of which 1,200 hectares are currently engaged in circulation. In addition, more than 1,400 objects with tourist appeal have been identified. Just in the first half of 2026, an additional 253 territories totaling 15,000 hectares were added to the total number of identified plots for creating tourist facilities and 248 objects of tourist interest. This is a direct contribution to achieving the goal of increasing the capitalization of the country’s territories and a clear result of joint work with the regions, even despite the difficult current conditions,” said Marat Khusnullin.
Among the leading regions in land involvement under the project are the Republic of Dagestan (161.7 ha), Chelyabinsk Oblast (135.2 ha), Primorsky Krai (131.1 ha), the Udmurt Republic (101.9 ha), Saratov Oblast (87.4 ha), and the Republic of Buryatia (82.7 ha).
“Today, the service ‘Land for Tourism’ is available on the ‘National Spatial Data System’ platform. Everyone interested, including potential investors, can submit an application online for the lease or ownership of the desired plot to create tourist facilities, infrastructure, and improvements,” said the head of Rosreestr, Oleg Skufinsky.
Among the regions, the highest results in identified areas are in the Komi Republic (17 land plots with an area of 13.2 thousand hectares), the Republic of Khakassia (22 land plots with an area of 9.98 thousand hectares), Novosibirsk Oblast (67 plots with an area of 9.2 thousand hectares), Vologda Oblast (73 plots with an area of 1.78 thousand hectares), and Chelyabinsk Oblast (92 plots with an area of 0.99 thousand hectares).
Thus, in the Chelyabinsk region, in the Satka district, the tourist complex “Legend of the Urals” is being built, and in the Troitsk district, an ancient fortress is being recreated, where master classes, excursions, and patriotic lectures are held.
Several large facilities are planned to be created on the involved lands in Dagestan: an all-season resort with a children’s center on the Caspian coast in the Derbent district, the Caspian coastal cluster, the all-Russian children’s center “Dagestan,” and the “Kayakent” resort.
In Udmurtia, in the village of Pumsi in the Syumsinsky district, a tent camp project has been implemented in a forest area.
In the Saratov region, in the Krasnoarmeysky district, the glamping hotel “Polyń” welcomes guests, and in the Engels district, near the village of Uzmorye, a 56.7-hectare site is planned for the construction of the year-round complex “Gagarin Constellation” for visitors to the Conquerors of Space Park.
The largest number of identified tourist attractions is in the Vologda (146), Novosibirsk (88) regions, Perm Krai (67), Chelyabinsk (61), and Sverdlovsk (54) regions. The list includes national parks, nature reserves, architectural monuments, and other sights.
