The share of modern energy-efficient housing in Russia continues to grow. The volume of commissioning of houses with an energy efficiency class of A and above increased by one third in the first half of 2026. This was reported by Deputy Prime Minister Marat Khusnullin.
“Energy-efficient residential construction continues to develop in the country. In six months, the commissioning of apartment buildings with energy efficiency class A and above amounted to 8.5 million sq. m — 33% more compared to the same period last year, when 6.4 million sq. m were commissioned. This is the highest figure in the industry’s history within the Unified Information System of Housing Construction. At the same time, the share of such properties in the total volume of apartment buildings commissioned reached a historic maximum — 41.8%, increasing by 8.1 percentage points compared to the first half of 2025 (33.7%). Almost every second new apartment commissioned in the past six months is located in a high energy efficiency class building. Such projects meet modern comfort standards and allow residents to significantly save on utility bills,” said Marat Khusnullin.
The Deputy Prime Minister noted that the largest volumes of commissioning of energy-efficient houses of classes A, A+, and A++ are traditionally recorded in the largest regions. The leaders in this indicator were Moscow (2.2 million sq. m), Moscow Region (764 thousand sq. m), Sverdlovsk Region (763.6 thousand sq. m), Tyumen Region (572.1 thousand sq. m), and Saint Petersburg (453.9 thousand sq. m). These entities make a key contribution to achieving record nationwide figures.
“The industry is undergoing a technological transformation right now. And the task of DOM.RF is to be a system-forming guideline: we are implementing green certification, making criteria transparent for developers, and scaling the best practices. We predict that this trend will continue and that the share of energy-efficient apartment buildings will exceed the planned introduction rates by 2030,” said Vitaly Mutko, CEO of DOM.RF.
