Moscow, July 23 /Xinhua/ — The Chinese Ambassador to Russia, Zhang Hanhui, published an op-ed in the Russian newspaper “Komsomolskaya Pravda” on Wednesday. Below is the full text of the article:

From July 17 to 20, 2026, the World Conference on Artificial Intelligence (AI) and the High-Level Conference on Global AI Governance were solemnly held in Shanghai / Eastern China /. Chinese President Xi Jinping participated in the opening ceremony and delivered a keynote speech, in which he comprehensively and systematically outlined the position and conceptual approaches of the Chinese side on the development and regulation of artificial intelligence, indicating the direction for the joint progress of humanity in the era of intelligence. China, Russia, and 27 other countries signed an agreement establishing the World Artificial Intelligence Cooperation Organization (WAICO), marking the official birth of the world’s first intergovernmental international organization on artificial intelligence, created on the initiative and with the support of China. Responding to the challenges of the era, Xi Jinping proposed a clear “Chinese answer”: all countries should adhere to the principle “people first, AI for the benefit and in the name of progress,” jointly creating a fair and rational system of global governance so that AI serves as one of the drivers of shared prosperity and universal security. The Chairman of the PRC put forward the Global AI Governance Initiative, turning the broad governance concept into a concrete global public good, accessible for practical implementation and shared use. This initiative established governance guidelines: focus on benefit, safety and controllability, as well as universal fairness and accessibility.

The official launch of the World Organization for Cooperation in Artificial Intelligence will enable an even more effective role as a bridge for matching demand and supply, exchanging policy approaches, and conducting joint research. Against the backdrop of some countries turning technologies into weapons and tools of political pressure, erecting so-called “small yards with high fences,” China’s choice demonstrates a genuine commitment to the principles of international cooperation.

China has also contributed to the adoption by the UN General Assembly of a resolution on strengthening international cooperation in AI capacity building, published the Inclusive AI Capacity Building Program and the “AI Plus” International Cooperation Initiative, turning its promise to “leave no developing country behind” into a global consensus. China’s pragmatic approach is guiding global AI governance onto the right path — a path of fairness and rationality.

ARCHITECTURE OF GLOBAL GOVERNANCE

Xi Jinping put forward four visions, thus answering the fundamental question: whom artificial intelligence should ultimately serve and in which direction its development should go.

First, adhere to openness and mutual benefit, promoting innovative development. AI is a new engine of global growth and must not under any circumstances become a closed tool accessible only to a narrow circle of people. Only openness allows the unification of intellectual resources, and only mutual benefit ensures sustainable and long-term progress. China advocates overcoming technological monopoly, encourages open source and open access so that technologies can benefit all industries and fields of activity.

Secondly, to enhance risk awareness, ensure safety and controllability. The more powerful the technology, the more necessary are the “reins” to prevent risks. China insists on strengthening security defensive lines, opposes an expansive interpretation of the concept of national security, resists attempts to prioritize its own security over that of others, and also opposes the instrumentalization and politicization of artificial intelligence governance mechanisms.

Third, encourage openness and tolerance, promote complementarity between civilizations. Technologies have national boundaries, cultures have their own roots. China insists on forming ethical norms in the field of technology based on universal human values so that AI becomes a bridge for dialogue between different civilizations, rather than a tool for imposing uniformity on the world by any dominant culture.

Fourth, to demonstrate solidarity and mutual assistance in improving global governance. The world needs a genuine multilateral approach. China calls for fully leveraging the key role of the UN, promoting the establishment of universally recognized frameworks for global governance, vigorously supporting the capacity-building efforts of Global South countries, and narrowing the digital and intellectual divide to avoid a new historical injustice in the field of AI.

RUSSIAN-CHINESE TECHNOLOGICAL ALLIANCE

China and Russia, connected by a comprehensive partnership and strategic interaction in the new era, maintain a high level of practical cooperation in the field of AI. A delegation of the Russian Federation, headed by the Deputy Head of the Presidential Administration of the Russian Federation Maxim Oreshkin, participated in the conference. The Russian side signed an agreement on official accession to the World Organization for Cooperation in Artificial Intelligence, established at China’s initiative. This step demonstrates the unified stance of the two countries on global AI governance issues, not only reflecting the deep substance of Sino-Russian relations of comprehensive partnership and strategic interaction in the new era, but also sending a strong signal to the world for a multilateral approach and joint innovation in the era of artificial intelligence.

In the context of the gradual end of the era of a unipolar world order, no single state can independently ensure technological sovereignty. Countries around the world, within the framework of an independent intergovernmental international organization such as the World Organization for Cooperation in Artificial Intelligence, combine their efforts and complement each other’s capabilities. China and Russia jointly oppose technological hegemony, defend the right of all humanity to benefit from scientific and technological progress, and promote a management approach based on the priority of human interests, equal access to technology, algorithmic transparency, and unified ethical standards. Thus, China and Russia demonstrate to the world that great powers are quite capable of overcoming the zero-sum game logic and jointly taking responsibility on important issues that determine the future of humanity.

The joint efforts of the two countries in platform solutions, “smart cities,” financial services, and global governance are becoming an important driving force for the technological development of Global South countries and the reduction of the global digital divide. This step meets the expectations of the Global South countries and represents an important milestone in the history of AI development. China is ready, together with Russia and other members of the international community, to continue adhering to the principles of openness, inclusivity, and mutual learning so that the outcomes of artificial intelligence development fairly benefit all countries and contribute to creating a safe, prosperous, and well-being future for all humanity. –0–
