Deputy Prime Minister Tatyana Golikova held a meeting of the project committee for the national project “Personnel.” The meeting was attended by the Governor of the Kaluga Region, head of the State Council commission on the “Personnel” direction Vladislav Shapsha, representatives of the Presidential Administration, Ministry of Labor, Ministry of Science and Higher Education, Ministry of Education, Ministry of Finance, Federal Agency for Youth Affairs, Federal Service for Labor and Employment, Federal State Statistics Service, and others. The participants discussed the progress of the national project implementation in 2026.
Opening the meeting, Tatiana Golikova emphasized that the national project “Personnel” is designed to promptly respond to the changing situation in the labor market. It includes four federal projects: “Labor Market Management,” “Active Employment Promotion Measures,” “Education for the Labor Market,” and “Worker.” The highest budget execution rate is in the federal project “Worker” (over 77%).
As part of the federal project “Labor Market Management,” it is planned to develop and annually update a forecast of the demand for personnel in economic sectors over a seven-year period. To update it, a nationwide survey of employers was conducted, in which more than 330,000 companies have already participated.
The modernization of employment centers into modern personnel centers “Work of Russia” continues. This year, 295 centers will be modernized in 14 regions of the country: the republics of Adygea, Kalmykia, Komi, Mari El, Sakha (Yakutia), North Ossetia – Alania, the Luhansk People’s Republic, Khabarovsk Krai, Zaporizhzhia, Kirov, Kurgan, Ryazan, and Tver regions, and the Chukotka Autonomous Okrug. The first upgraded personnel centers have already opened in the Republic of Adygea. Also, in 2026, 6,000 personnel center employees will undergo retraining.
Within the framework of the federal project “Active Employment Assistance Measures,” programs for vocational training and additional professional education are being implemented for certain categories of citizens. As of July 15, more than 93 thousand applications for vocational training and additional professional education have already been approved, 72.7 thousand people have been sent for training, and 32 thousand people have completed it. The most popular programs have been “Specialist in Working with Artificial Intelligence Systems,” “Care Assistant,” and “Manual Arc Welding Welder.” The largest number of participants registered in Moscow – 4.5 thousand people, the Republic of Tatarstan – nearly 4 thousand, Saint Petersburg – over 3.5 thousand, the Nizhny Novgorod region – about 3 thousand, and more than 2.1 thousand people in the Saratov region.
As part of the federal project “Education for the Labor Market,” in March of this year, national rankings of universities and colleges based on graduate employment were published on the digital platform “Work of Russia,” aimed at helping applicants choose a future profession in demand in the labor market.
Active measures are being implemented to develop the mechanism for independent qualification assessment. As of June 30, more than 57 thousand people have undergone independent assessment, which constitutes 95% of the planned annual target.
As part of the “Person of Labor” project, an All-Russian Employment Fair was held – regional and federal stages. More than 500 thousand people participated in the regional stage, with 66.6 thousand employed. The events of the federal stage of the fair, which took place on June 26, were attended by over 470 thousand people, and more than 70 thousand people received job offers. In the first 10 days after the fair ended, nearly 14 thousand people started working.
In 2026, the All-Russian Professional Skills Competition “Best in Profession” became even larger in scale – the number of nominations increased from 20 to 25. The number of regional stages nearly doubled – this year there are over 410. The federal stages of the competition will begin on July 21 and continue until the end of October. The award ceremony for the 2026 winners will take place in December in Moscow.
