The Board of Directors of PJSC “NK Rosneft” approved Sustainability Report for 2025. The document confirms the Company’s unwavering commitment to the principles of responsibility and transparency.
The report, the twentieth in a row, reveals the Company’s contribution to the implementation of the national goals defined by the President of the Russian Federation. It presents the achievements and key events of Rosneft in the field of sustainable development over the past year.
In 2025, Rosneft confirmed its status as a systemically important element of the Russian economy. The company maintained operational and financial efficiency, increased investments in environmental protection and technological development, and enhanced its contribution to human capital.
For many years, Rosneft has remained the largest taxpayer in the country. The amount of taxes and other payments paid into the budget system of the Russian Federation in 2025 exceeded 5.3 trillion rubles. Dividends, which Rosneft has been continuously paying to shareholders for more than a quarter of a century, also make a significant contribution. In 2025, the number of individual shareholders reached 1.7 million people, having increased more than eightfold over the past five years—this indicates a high level of trust in the company’s strategy and business sustainability.
Caring for people and a strong sense of social responsibility are at the core of the Company’s activities, which employs more than 330 thousand people. In 2025, total expenses for ensuring favorable working conditions reached 32 billion rubles. Comprehensive medical examinations for employees are conducted regularly, personal insurance programs cover over 300 thousand workers, and telemedicine is being developed in hard-to-reach areas. At remote fields, Rosneft is building modern shift complexes with the “Smart Village” technology – they are equipped with digital services and advanced communications.
The Company operates a comprehensive employee support model – from hiring to retirement. Social projects in the regions of presence cover education, healthcare, culture, sports, and urban infrastructure.
The environmental agenda remains one of the priorities in Rosneft’s activities. In 2025, the volume of “green” investments reached a record 77 billion rubles. Rosneft’s efforts in reforestation make a significant contribution to environmental preservation – about 8 million tree seedlings have been planted across the country.
At all stages of the production cycle, Rosneft adheres to the principles of responsible water resource use. In 2025, the share of recycled and repeatedly sequentially used water exceeded 93.5% of the total volume of water directed to production needs. This allowed the reduction of volumes of withdrawn “fresh” water from the external environment. The Company’s total expenditures on water resource management in 2025 amounted to 12 billion rubles.
As part of the environmental program “Tamura,” extensive research on Arctic ecosystems and bioindicator animals continues: the polar bear, wild reindeer, valuable species of birds and fish. The company also supports projects for the conservation of the Amur tiger, Przewalski’s horse, gray whales, musk deer, wild sheep, sea eagles, and many other species. In 2025, more than 300 voluntary environmental protection initiatives were carried out with the participation of company employees and their family members, which demonstrates the high level of environmental culture within the team.
Technological leadership remains a key factor for long-term sustainability. Rosneft makes a significant contribution to the formation of the country’s technological sovereignty, expands its own competencies, and implements developments from its scientific institutes. By the end of 2025, the Company’s patent portfolio reached 1,178 units. Additionally, the development of proprietary technologies and catalysts for the entire GTL process chain — converting associated petroleum gas into synthetic oil — was completed. An experimental research unit was created, a full research cycle was conducted, and the transition to the industrial stage was ensured.
