Deputy Prime Minister Tatyana Golikova held a meeting of the project committee on the national project “Family.” It was attended by the head of the Republic of Mordovia, chairman of the State Council commission on the “Family” direction, Artyom Zdunov, representatives of the Ministry of Labor, Ministry of Health, Ministry of Science and Higher Education, Ministry of Education, Ministry of Culture, and others. The participants discussed the results of the implementation of the national project, as well as the federal projects included in it, for the six months of 2026.
As noted by Tatyana Golikova, the level of achievement of the national project as of the end of the second quarter of 2026 is 98.4%.
A total of five federal projects are being implemented as part of the national project “Family”: “Family Support”, “Maternal and Child Health Protection”, “Large Family”, “Older Generation”, and “Family Values and Cultural Infrastructure”.
Within the framework of the federal project “Family Support,” by the end of the first half of the year, more than 1 million families, or 63% of the planned target, had managed maternity capital funds.
More than 700,000 families have used the “Family Mortgage” program since the start of the national project, of which 200,000 families have done so since the beginning of this year.
In 2026, about 5 million people received the unified allowance for families with children.
To support young families and successfully combine obtaining a profession with raising children, 356 mother-and-child rooms have been created in 252 universities, which amounts to 96% of the planned target.
In the regions of the Far Eastern Federal District, 9.6 thousand families received a one-time payment upon the birth of their first child, and 7.1 thousand families utilized the regional maternity capital upon the birth of their second child.
Within the framework of the federal project “Older Generation,” 184 thousand elderly people and disabled individuals will be provided with long-term care services in 2026.
Measures aimed at maintaining the social activity of elderly citizens are being actively implemented. More than 76 thousand events have been held at communication centers for the older generation based on the Social Fund of Russia, which is almost twice as many as during the same period last year.
More than 15 million senior citizens are involved in active longevity programs for 2026, exceeding the annual planned target.
By 2026, two round-the-clock social service inpatient facilities have already been put into operation – in the Republic of Ingushetia and the Lipetsk region. The commissioning of 8 more capital construction projects for social services is planned.
During the implementation of the federal project “Large Family,” state social assistance under a social contract was received by 110 thousand people in 2026. The payment of 450 thousand rubles for mortgage repayment was made to over 62 thousand large families. In total, since January 1, 2025, this payment has been received by 183 thousand families.
In 41 regions of the country with a birth rate below the national average, regional programs to increase birth rates are in place, co-financed from the federal budget. In 2026, almost 140 thousand families are participating in these programs, which is 4 times more than in the first 6 months of 2025.
Regional measures to support families with children are being implemented in all 89 regions.
As of July 1 of this year, the number of large families in the country has increased by 14.5% compared to the beginning of 2025.
Under the federal project “Protection of Motherhood and Childhood,” as of June 1, 2026, more than 126,000 full IVF cycles have been conducted at the expense of the FOMS funds since January 2025.
To provide medical care to women, including those living in rural areas, urban-type settlements, and small towns, 258 women’s health clinics were put into operation at the beginning of 2025. Another 8 women’s health clinics are planned to open by the end of the current year.
In 2026, it is planned to equip or re-equip 63 perinatal centers and maternity hospitals in 38 regions, as well as 26 children’s hospitals in 26 regions. Additionally, the purchase of 123 vehicles with mobile medical equipment for conducting outreach medical examinations of children in 46 regions is planned.
Regional programs for the protection of motherhood and childhood have been developed, approved, and are being implemented in all 89 regions of the country.
During the implementation of the federal project “Family Values and Cultural Infrastructure” in 2026, reconstruction was completed and two children’s art schools were put into operation – in the Karachay-Cherkess and Kabardino-Balkarian republics.
Equipped 64 museums in 27 regions, 34 children’s art schools in 13 subjects. Since the implementation of these measures in 2019, new equipment has been received by 965 museums, which is 80% of the plan, and 2,322 art schools – 90% of the planned indicator.
In the current year, the modernization of 13 regional and municipal libraries in 10 regions, and 11 cultural and leisure institutions in settlements with a population of up to 500,000 people, has been completed.
By the end of 2026, the federal project plans to renovate and equip 16 philharmonic halls, modernize 64 museums, 116 cultural centers, 49 children’s art schools, 81 libraries, 26 theaters, equip 246 educational institutions with musical instruments and equipment, as well as equip 46 theaters, 242 museums, and 155 cinemas.
Under the “Pushkin Card” program, in the first 6 months of 2026, young people aged 14 to 22 purchased more than 12 million tickets to visit theaters, museums, and cinemas. Since the launch of the “Pushkin Card,” a total of 114.4 million tickets have been purchased. Currently, more than 12.5 thousand cultural organizations across the country participate in the program. The most popular are cinemas (37%), theaters (18%), cultural and leisure institutions (17%), and museums (16%).
