Deputy Prime Minister Tatyana Golikova took part in the Russian-Chinese educational project “Good Neighbors”. The project is dedicated to the 25th anniversary of the signing of the Treaty of Good-Neighborliness, Friendship and Cooperation between the Russian Federation and the People’s Republic of China.
In the episode, the Deputy Prime Minister spoke about the importance of culture in developing humanitarian cooperation between Russia and China and strengthening trust between the peoples.
“Friendship between countries and peoples is not only large international summits and formal agreements. It is also what stays with a person when they turn off the news: the music they listen to, the book they read, the film they discuss with friends, the exhibition they attend on a day off, the language they study,” noted Tatyana Golikova.
According to her, cultural cooperation has become one of the solid foundations of Russian-Chinese relations, as it builds trust not only at the interstate level but also at the level of human experience.
Of particular importance were the mutual Years of Culture of Russia and China, held in 2024–2025.
“The Cross Years of Culture between Russia and China in 2024 and 2025 have been unprecedented in scale. More than 400 various events have taken place: tours, exhibitions, festivals, concerts, film forums, educational initiatives, meetings with colleagues. And all this across the territory of our countries, both in capital venues and in the regions,” said the Deputy Prime Minister.
Tatiana Golikova paid special attention to the development of cooperation in the field of cinematography. Among the significant projects, she noted the first joint Russian-Chinese film “Red Silk”, the continuation of which will be the film “Black Silk”.
The Deputy Prime Minister also emphasized the importance of preserving historical memory. According to her, Russia and China carefully keep the memory of the price at which victory in World War II was won, and view art as an important tool for passing on the memory of the peoples’ feats to future generations.
“Culture clearly shows us the main thing: the friendship of states is strengthened when people meet – on the stage, in a museum, in cinema, at a university, at a festival. Where there is live contact, there is less chance for distrust, more space for normal human conversation,” said Tatyana Golikova.
She noted that after the Years of Culture, another cross-action took place, the tenth in a row. By the decision of Russian President Vladimir Putin and Chinese President Xi Jinping, the years 2026–2027 have been declared the Years of Russian-Chinese Cooperation in Education. Already today, joint educational institutions operate successfully, academic mobility is developing, and scientific projects are being implemented.
“From the Russian side, several hundred events have been included in the program, which means that the humanitarian rapprochement between the two countries is reaching a new, even more advanced level. I am confident that the new interstate thematic project is an excellent investment in our shared future, in the new generation of specialists, teachers, and students who will better understand each other and together create advanced scientific projects,” emphasized the Deputy Prime Minister.
The project “Good Neighbors,” created by ON Media, Radio Sputnik, China Media Corporation, and Izvestia, is dedicated to key areas of Russian-Chinese cooperation, including culture, education, science, economy, energy, tourism, sports, and youth policy. Its goal is to show how the strategic partnership between Russia and China is reflected in the lives of citizens of the two countries and contributes to strengthening trust between the peoples.
