An important disclaimer is at the bottom of this article.

Requirements for the procedure, method, form, and timing of placing information about banking products and services will be established by the Standard of credit institutions’ activities. Law, developed with the participation of the Bank of Russia, was approved today by the Federation Council.

An analysis of complaints received by the Bank of Russia shows that when people open deposits, take out loans, or want to obtain other financial services through mobile applications or bank websites, they often do not receive complete information about these products and services. Credit organizations usually emphasize their attractive features, while risks and special conditions are often downplayed or not fully disclosed. Moreover, people do not always immediately understand which product or service is being referred to. For example, some banks offer brokerage and asset management services in the savings section, despite the fact that investment products do not guarantee income. Since this information is not advertising, the advertising legislation requirements do not apply to it.

The new law regulates the content of the standard on the rules for informing clients in offices, on websites, and in credit organizations’ applications. This will help increase consumer awareness and eradicate the practice of banks using “dark patterns” that manipulate customer behavior.

The law will come into effect on September 1, 2027.
