Deputy Prime Minister Tatyana Golikova visited the Russian Economic University named after G.V. Plekhanov. The Vice Premier, who is a graduate of the university, met with her former teachers, familiarized herself with projects in the field of artificial intelligence for medicine and the work of the Situational Center for the socio-economic development of Russia’s regions, and also took part in the solemn ceremony of awarding the public prize “Plekhanov Pride.” Tatyana Golikova’s visit was part of the preparations for the celebration of the university’s 120th anniversary, which will be marked in February 2027.
At the beginning of the visit, Tatyana Golikova met with her former teachers – Leonid Popov, Galina Rudenko, and Evgenia Shubenkova. During a warm conversation, they reminisced about their university years and discussed how the university had changed over the past decades.
The rector of Plekhanov Russian University of Economics, Ivan Lobanov, presented to Tatyana Golikova the university’s key achievements over the past five years: strengthening positions in international and national rankings, infrastructure development including the commissioning of the A.S. Vishnyakov Digital and Information Technologies building, the creation of new faculties and institutes, as well as a significant increase in the volume of scientific research. Tatyana Golikova, who graduated from the Moscow Institute of National Economy named after G.V. Plekhanov in 1987 with a degree in Labor Economics, noted the significant transformation of the university, which has evolved from a purely economic institution into a multidisciplinary scientific and educational center. For example, 10 groups of specialties and training areas of the main university entered the top 5 rankings of the Ministry of Labor of Russia this year.
“Plekhanov University, which used to be purely an economic university, has now become significantly broader. The scientific schools formed here provide a much wider range of competencies. And when, on the instructions of the President of the Russian Federation Vladimir Putin, we compiled a ranking on the employment of graduates, we saw that highly qualified specialists graduated by Plekhanov University are in high demand in the labor market,” emphasized Tatyana Golikova.
In the university’s situational center, Tatiana Golikova was presented with projects in the field of artificial intelligence for medicine, carried out in collaboration with the university’s industrial partners. The presentation was conducted by Alexander Khramov, Director of the Research Institute of Applied Artificial Intelligence and Digital Solutions at Plekhanov Russian University of Economics, corresponding member of the Russian Academy of Sciences; Sergey Yarushev, Director of the Scientific Center for Advanced Research in Artificial Intelligence at Plekhanov Russian University of Economics; Yuri Titov, Senior Research Fellow at Plekhanov Russian University of Economics; as well as Elena Zarova, Chief Scientific Officer of the Situational Center for Socio-Economic Development of the Regions of the Russian Federation.
The discussion included academician of the Russian Academy of Sciences, General Director of the N.I. Pirogov National Medical and Surgical Center Oleg Karpov, academician of the Russian Academy of Sciences, Deputy Academic Secretary of the Department of Medical Sciences of the RAS Valery Beregovykh, Deputy Chairman of the Cabinet of Ministers of the Chuvash Republic Vladimir Stepanov, and Head of Department of the A.S. Loginov Moscow Clinical Scientific Center Artem Andronov.
The Director of the Research Institute of Applied Artificial Intelligence and Digital Solutions at Plekhanov Russian University of Economics, corresponding member of the Russian Academy of Sciences Alexander Khramov presented three areas of the institute’s work within the philosophy of 4P medicine – predictive, preventive, personalized, and participatory. The first area is psychoneurology: an AI diagnostic platform based on MRI analysis using hypergraph neural networks and algebraic topology enables the detection of brain connectivity disorders invisible to classical methods. Built on this core are subsystems for early diagnosis of autism in children with 81% accuracy, objective assessment of depression risk with about 90% accuracy, and differentiation of schizophrenia, depression, and bipolar disorder with roughly 90% accuracy. The second area involves systems for epileptology: express diagnosis within 15 minutes with approximately 90% sensitivity, automatic seizure marking during multi-day monitoring relieving 99% of doctors’ routine workload, and a neurosurgical module for precise localization of the focus with 81% accuracy. The third area is an intelligent assistant for disaster medicine based on a database of 1,200.regulatory documents and a multi-agent AI system on a hypergraph core, increasing incident classification accuracy from 55% to 92% and operating entirely locally without data transmission.
Senior Researcher of the Applied Modeling Scientific Laboratory at Plekhanov Russian University of Economics, Yuri Titov, reported on developments aimed at reducing mortality and complications of chronic non-communicable diseases, increasing life expectancy and active life within the framework of active longevity goals. Deputy Chairman of the Cabinet of Ministers of the Chuvash Republic, Vladimir Stepanov, commenting on the presentation, stated that, by order of the regional head, an agreement has been signed between the university, the Russian Academy of Sciences, and the regions, and the parties are ready to implement the program with subsequent provision of results for financing discussions.
Sergey Yarushev, Director of the Scientific Center for Advanced Research in Artificial Intelligence at Plekhanov Russian University of Economics, presented projects in the fields of ophthalmology and mammology. In collaboration with the Pirogov Center and Plekhanov University, a prototype system based on artificial intelligence is being developed for diagnosing diabetic macular edema, which recognizes 9 types of biomarkers on optical coherence tomography images. In cooperation with the Moscow Clinical Scientific Center named after A.S. Loginov, work is underway on a contrast mammography diagnostic system. The first system in Russia for forming contrast mammography datasets has been created, allowing the annotation of lesions and the filling out of questionnaires according to the BI-RADS system.
Chief Researcher of the Situation Center for Socio-Economic Development of the Regions of the Russian Federation Elena Zarova presented a digital platform for monitoring the socio-economic development of the regions. In recent years, new modules for predictive analytics and risk assessment for achieving the strategic development goals of the regions and the country as a whole have been created. The platform actively collaborates with the Administration of the President of the Russian Federation in the field of maritime development strategy.
Commenting on the presented developments, Tatyana Golikova drew attention to the importance of interdisciplinary cooperation.
“Economics is blending with medicine, artificial intelligence is increasingly entering our homes – there’s nothing scary about this. It is important to learn how to use and manage it correctly. Such collaborations expand the capabilities of our scientists and students, and this is good because our future is defined not so much by specific professions as by a combination of skills,” said Tatyana Golikova.
In conclusion, Tatyana Golikova took part in the ceremonial awarding of the public prize “Plekhanov Pride” at the university’s congress center. The award is given to the most talented, proactive, and outstanding alumni for special merits to the university in studies, science, sports, creativity, volunteering, and public activities.
Opening the ceremony, the rector of Plekhanov University, Ivan Lobanov, addressed the graduates with parting words.
“‘Plekhanov Pride’ is an award given to those who have been passionate about their work within the walls of our university. Some have won international competitions, some have made pioneering scientific discoveries, some have created volunteer projects, some have defended the university’s honor in sports arenas. This award is a recognition of your merits before Plekhanov University. But it is also a parting word. You are entering a great life, where the future of our great country will depend on your professionalism, responsibility, and dedication to your work,” said Ivan Lobanov.
Tatyana Golikova presented awards to the winners and laureates in the categories “For special achievements in studies” and “For scientific aspirations.” While handing out the awards to the graduates, the Deputy Prime Minister noted the impressive accomplishments of the young people and the high level of their preparation.
“No matter how much time passes, I am endlessly proud to be a graduate of the G.V. Plekhanov Russian University of Economics. I want to express my sincere gratitude to all the teachers. Today I can say that the university has very seriously changed its appearance in recent years. It hosts world-class schools: schools in the fields of economics, finance, digital development, bioeconomics, bioinformatics. You acquire a very high level of knowledge and competencies. The award we are presenting today, the “Plekhanov Pride,” is also woven from the competencies your teachers and the university give you. There are 3,900 graduates, of whom 500 are honors students. This is a very good figure. Your graduation takes place on the eve of the university’s 120th anniversary. Since 1907, the university has inscribed itself into the country’s history. Students, graduates, teachers, and experts who have worked and are working here have lived and created alongside their country.
