In Russia, the implementation of comprehensive territory development projects (CTDP) continues. This mechanism involves the construction of modern residential neighborhoods with the necessary infrastructure—social, road, and utility facilities. Since 2021, the total volume of real estate introduced using this tool has reached 5 million square meters, reported Deputy Prime Minister Marat Khusnullin.
“The National Project ‘Infrastructure for Life’ is aimed at the comprehensive renewal of settlements. This includes work carried out through the mechanism of integrated territorial development, which gives regions the opportunity to increase housing construction volumes while simultaneously creating a comfortable living environment with modern kindergartens, schools, quality roads, and landscaping. Since the inception of this mechanism, more than 5 million square meters of real estate have been commissioned. In the first half of 2026 alone, 1.4 million square meters were delivered, of which 1.2 million square meters were housing. Currently, in 81 regions, almost 1,500 integrated territorial development projects are actively being implemented across an area of 30.5 thousand hectares. Their urban development potential amounts to 223.8 million square meters of real estate, including 168.2 million square meters of housing,” noted Marat Khusnullin.
In addition to implementing already adopted decisions on CRT, selection of new territories is underway. Currently, more than 2 thousand such territories with a total area of 55.7 thousand hectares are being developed. The urban potential of these projects amounts to 365.1 million square meters, including 281.2 million square meters of housing.
Another important social issue addressed by the comprehensive development of territories is the relocation of citizens from uninhabitable houses.
“The mechanism for comprehensive territory development was provided to regions for the qualitative renewal of settlements and the creation of a comfortable urban environment. This tool allows for the construction of modern housing, infrastructure, and the involvement of inefficiently used land into circulation. I note that thanks to the implementation of comprehensive territory development projects, more than 69 thousand square meters have been resettled since the beginning of the year. About 6 thousand people were able to improve their housing conditions, and this work continues,” said Alexander Lomakin, the first deputy minister of construction and housing and communal services.
The operator of the resettlement program for people from unsafe housing is the Territorial Development Fund.
“Within the framework of the comprehensive territory development tool, the FRT partially compensates developers’ expenses for relocating people from emergency housing. Currently, the resettlement of uninhabitable housing stock under CRT residential development projects is underway in 35 regions. Thanks to this, since 2021, more than 27.4 thousand people have been able to improve their living conditions, and over 450 thousand square meters of emergency and dilapidated housing stock have been resettled. However, there is still much work ahead. In this regard, it is necessary to increase efforts in this area to improve living conditions in the regions,” noted Vasily Kupyzin, General Director of the Territory Development Fund.
By the order of the President, last year KRT projects received federal funding for the first time. The program included 37 entities. These are regions with a low level of budget provision, as well as entities for which individual socio-economic development programs are being developed. Funding is provided if, as part of KRT projects, the construction or reconstruction of social, transport, or utility infrastructure facilities is planned together with the erection of residential buildings. Thanks to the KRT subsidy program, 5 facilities have been commissioned to date, construction has begun on another 9 kindergartens, 5 schools, 6 roads, and 10 technological network facilities. The total volume of housing put into operation under such projects exceeds 800 thousand square meters.
