Increasing motivation for a healthy lifestyle, improving the disease prevention system, expanding access to medical care, enhancing the efficiency of the rehabilitation system — the plan of measures for implementing the Healthcare Development Strategy until 2030 is dedicated to addressing these and other tasks. The order approving it was signed by the Chairman of the Government, Mikhail Mishustin.
The plan’s activities are grouped into 15 blocks. For example, within the framework of combating risk factors for non-communicable diseases, including increasing citizens’ motivation to lead a healthy lifestyle, it is planned to create a new model for protecting citizens’ health. This work involves transforming health centers into centers of medicine for healthy longevity, which will identify changes in the body that may lead to various diseases and premature aging, and monitor citizens with such risks. In addition, it is planned to improve the prevention system and increase the coverage of citizens under dispensary observation. Also among the activities are the development of sports facility infrastructure, the development and implementation of a comprehensive set of measures to combat obesity, and the introduction of information about the content of sugar, salt, and trans fatty acids in food product labeling.
As part of the task to preserve citizens’ health through the implementation of health-saving technologies, it is planned to conduct applied scientific research on the biology of aging, implement biotechnologies of regenerative biomedicine, technologies for diagnosing, preventing, and eliminating neurodegenerative disorders, maintaining brain health, and developing cognitive functions.
In the section dedicated to improving the reproductive health protection system, it is planned to continue building a modern infrastructure for providing medical care to women and children, as well as creating conditions for preserving reproductive health by expanding coverage of health screenings for men and women of reproductive age.
As part of ensuring the development of the blood service, it is planned, among other things, to organize the production of blood products in Russia through a full production cycle and to improve the system of transfusiological care for the population (a set of medical measures related to blood transfusion) by medical organizations engaged in the clinical use of donor blood and its components.
The plan also includes blocks of activities aimed at ensuring technological independence of production and availability of high-tech biological medicinal products, biomedical cell products, tissue engineering products, development of personalized medicine technologies, development of information systems in healthcare with support for medical decision-making and the use of artificial intelligence technologies.
Mikhail Mishustin announced the approval of the plan on in a meeting with the deputy prime ministers on July 13.
“The document is closely linked to the indicators of the specialized state program and national projects. This ensures comprehensive work to improve the accessibility and quality of medical care for citizens of all ages,” noted the Chairman of the Government.
