China’s Vice Premier Emphasizes the Importance of Reservoir Safety During Flood Season

Beijing, July 13 /Xinhua/ — Vice Premier of the State Council of China Liu Guozhong on Sunday emphasized the necessity of fully implementing flood response measures and adopting comprehensive steps to ensure the safe operation of reservoirs during the flood season, to safeguard people’s lives and property.

Liu Guozhong, who is also a member of the Political Bureau of the CPC Central Committee, made these remarks during an inspection tour of Beijing.

He inspected two reservoirs in Beijing’s Pinggu district and familiarized himself with their drainage systems. Noting that China has a large number of reservoirs located throughout the country, he emphasized that flood control during the main flood season is a challenging task.

The official called for efforts to improve the system for monitoring and forecasting precipitation and water conditions, to enforce the rules for reservoir operation management and emergency action plans, as well as to fully implement the accountability system for the safety of reservoir dams.

Lyu Gozhong instructed reservoirs in areas affected by heavy rains to conduct preventive water releases in order to increase reservoir capacity, and also prohibited them from operating at water levels above the flood protection limit.

According to him, it is extremely important to strengthen the patrolling of key areas, such as reservoir dams and high-risk zones, to ensure the availability of sufficient resources and personnel for emergency assistance, and to promptly carry out evacuation if necessary.

Liu Guozhong emphasized the need to improve short-term forecasting and warning capabilities, as well as to ensure that early warning information is promptly delivered to the grassroots level.
