The UN Security Council discussed on Friday the implementation of Resolution 2231, which in 2015 approved the agreement on the Iranian nuclear program – the Joint Comprehensive Plan of Action (JCPOA). The meeting took place despite objections from Russia and China, which stated that after the resolution expires in October 2025, the Council is no longer authorized to consider this issue.
The meeting took place against the backdrop of a new escalation of tensions in the Middle East and strikes in various areas of the region.
The Russian delegation demanded a procedural vote on the advisability of holding the session. However, by a majority of 11 votes, the Council decided to continue the meeting. Russia and China voted against, Pakistan and Somalia abstained. Since the veto right does not apply to procedural matters, the session took place.
Presenting the Secretary-General’s report on the implementation of resolution 2231, the UN Deputy Secretary-General for Political and Peacebuilding Affairs, Rosemary DiCarlo, reminded that during the reporting period the International Atomic Energy Agency (IAEA) did not carry out inspections under the safeguards agreement for compliance with the Treaty on the Non-Proliferation of Nuclear Weapons. Furthermore, after Iran suspended in February 2021 the provisional application of the Additional Protocol, the agency did not receive updated declarations and did not have the opportunity to conduct additional inspections at facilities in the country.
“The Agency also reported a significant deterioration in its awareness of the situation following the strikes carried out on Iran by the United States and Israel, which began on February 28, 2026,” DiCarlo added.
A diplomatic solution remains possible
“Although there remain significant disagreements between the relevant parties regarding further actions under Resolution 2231 (2015) and the JCPOA, all of them emphasized the importance of a diplomatic solution and expressed their readiness to cooperate with each other to achieve this goal,” the UN spokesperson reported.
She drew attention to the memorandum of understanding signed on June 17 in Islamabad, which formalized a number of agreements already reached between the US and Iran on nuclear issues.
In particular, the document provides for the settlement of the issue of enriched material stocks, the dilution of enriched uranium directly on Iranian territory under the control of the IAEA, as well as the continuation of discussions on uranium enrichment and other aspects related to the country’s peaceful nuclear program.
According to the Deputy Secretary-General, agreeing on the framework for further negotiations remains a crucial step towards the peaceful resolution of the Iranian nuclear issue.
In conclusion, DiCarlo recalled the UN Secretary-General’s call for all parties to engage in constructive dialogue and diligently work towards achieving a comprehensive, long-term, and peaceful solution in accordance with the objectives of resolution 2231 and the goal of strengthening international peace and security.
