In the regions of the Southern Federal District, the modernization of heating, water supply, and wastewater systems continues as part of the federal project “Modernization of municipal infrastructure” within the national project “Infrastructure for Life.” The Southern Federal District, being the country’s main resort and agricultural macro-region, as well as an important transport and logistics hub, requires reliable engineering infrastructure for comfortable living of citizens, tourist stays, and stable economic development. This was reported by Deputy Prime Minister Marat Khusnullin.
“The housing and communal services sector is one of the most sensitive for people, so it is necessary to pay the closest attention to it and constantly work on improving the reliability of facilities. Thanks to systematic work within the framework of the national project “Infrastructure for Life,” 111 heat, water supply, and wastewater facilities have been built and reconstructed in the Southern Federal District since 2025. This made it possible to improve the quality of communal services for 866.2 thousand people. Overall, thanks to the national project, more than 1,500 water and heat supply and wastewater facilities have been put into operation across the country in a year and a half, improving service quality for more than 8 million people. We are steadily moving towards achieving the goal of the national project “Infrastructure for Life” — to improve housing and communal services for 20 million Russians by 2030,” said Marat Khusnullin.
For example, in Crimea, the major renovation of the water pipeline in Yevpatoria (5.1 km) serving 111 thousand residents has been completed. In Kalmykia, the Upper Yashkul – Elista water pipeline (17.3 km) was constructed for 103.5 thousand people. In Volzhsky, Volgograd region, in 2025, three water supply and sewerage network facilities (3.22 km) were built to connect new developments, which improved services for more than 8 thousand residents. In Adygea, a water supply network (10 km, 58 wells) was laid in the Dondukovskaya stanitsa for 2.4 thousand people.
“During the implementation of the federal project ‘Modernization of communal infrastructure,’ we see not only improvements in the characteristics and operational properties of the facilities, but also concrete socio-economic changes felt by millions of our citizens. Stable operation of heat sources, power generation networks, water supply and sewage systems is the foundation of safe and quality life support for all Russians. Work within the national project ‘Infrastructure for Life’ continues. Comprehensive plans have been developed and updated, including more than 50 thousand activities to upgrade over 18 thousand housing and communal services facilities and about 140 thousand kilometers of engineering networks,” noted the Minister of Construction and Housing and Communal Services, Irek Faizullin.
The technological foundation for the modernization of communal infrastructure combines modern pipe-laying methods (horizontal directional drilling), multi-stage filtration and ultraviolet water disinfection, telemetry with automated dispatch control. In addition, corrosion-resistant polyethylene pipes, reliable shut-off valves, and prefabricated reinforced concrete manholes are used, which, together with the looping of water mains, provide backup supply routes and local shutdowns of sections without interruptions for consumers. As a result, this set of solutions improves reliability and quality of services, reduces accidents and energy loss, as well as decreases operating costs and increases labor productivity through process automation.
“Modernization of utility infrastructure in the Southern Federal District is being carried out, among other things, with concessional loans from the National Welfare Fund and federal budget funds. Since 2022, 131 facilities have been put into operation in the district under both programs, including 186.4 km of utility networks. The key resource for collecting and analyzing data on housing and communal services modernization is the automated information system FRT. It enables monitoring of the condition of communal facilities, forms an analytical base for management decisions, and also ensures digital accounting of completed works for each region. The data array accumulated in the system today covers information on more than 1.6 million communal facilities across Russia and more than 179 thousand communal facilities in the Southern Federal District,” said Vasily Kupyzin, General Director of the Territorial Development Fund.
For example, under the housing and communal services modernization programs operated by the Territorial Development Fund, boiler houses have been put into operation in Volgograd and Nikolaevsk in the Volgograd region. In Sevastopol, a gas block-modular boiler house was built; in Kerch and Feodosia, the disinfection system at water treatment facilities was modernized. In the Rostov region, 16 boiler houses were reconstructed.
The national project’s activities are synchronized with the people’s program of the “United Russia” party, which advocates key initiatives for the modernization of the country’s communal infrastructure. The party also maintains constant oversight of the work on the renovation and construction of urban facilities, public utilities, and engineering networks.
