Deputy Prime Minister of the Russian Federation Alexey Overchuk took part in a meeting of the Eurasian Economic Commission Council, during which issues concerning the further development of the union, deepening economic integration, and improving the activities of the EAEU institutions were discussed.
In particular, the commission’s report on the progress of implementing the general principles and approaches to ensuring food security of the member states of the Eurasian Economic Union was approved. A high level of self-sufficiency in food production was noted, exceeding 90% for a number of products. Based on the report, proposals were formulated to further improve the mechanisms for ensuring food security, including the implementation of joint research projects, cooperative projects, digital solutions, enhancement of mutual trade instruments, and the development of forecasting and coordination mechanisms for the supply of agricultural products.
The draft Agreement on a standardized license in the banking and insurance sectors of services within the Eurasian Economic Union has also been approved. The draft agreement has been sent to the union member states for the implementation of domestic procedures necessary for signing. It defines the procedure and conditions for issuing a standardized license, the procedure and grounds for revoking the standardized license, and the requirements for the applicant and licensee.
The EEC Council approved the commission’s annual report “On the crediting and distribution of amounts of import customs duties between the budgets of the member states of the Eurasian Economic Union in 2025” and the report on the execution of the union’s budget for 2025.
At the meeting, a report was presented on the development of the goods labeling system using identification means in the Eurasian Economic Union. Currently, the EAEU has made decisions to introduce “union” labeling for 30 groups of goods. A draft order of the commission’s council has been approved, providing for work aimed at developing coordinated approaches to verification and mechanisms for checking the legality of releasing labeled goods into circulation.
By the decision of the EEC Council, amendments have been made to the Rules for the Mutual Recognition of Work Results on Ensuring the Uniformity of Measurements regarding the establishment of the possibility for mutual recognition of calibration results of measuring instruments.
A cooperative project has been approved to create production facilities for the manufacture of refrigeration equipment. Financial support from the EAEU budget will be provided for the implementation of the project.
At the initiative of the Russian side, the commission council adopted a decision establishing the obligation of the commission and authorized bodies of the union member states to apply good regulatory practices in the regulation of medical products, as adopted by the World Health Organization. The application of good regulatory practices is envisaged in activities related to the development and adoption of acts in the field of circulation of medicinal products, conducting preclinical and clinical studies, expertise, pharmaceutical inspections, production, storage, wholesale distribution of medicinal products, and other areas. The implementation of good regulatory practices and the positive assessment by the regulatory bodies of the union member states create advantages for the development of the pharmaceutical industry and the common market of medicinal products of the union, including increasing export potential and trust in pharmaceutical products manufactured in the territory of the union.
