On July 1, 2026, the official representative of the Ministry of Foreign Affairs of the PRC, Guo Jiakun, stated at a regular press conference that China will steadily promote high-level openness to the outside world, continue sharing technological innovation achievements with other countries, and invites foreign companies to take advantage of the “China 2.0 opportunities” to achieve a new breakthrough, strengthening their resilience through open cooperation.
This statement was made in response to a journalist’s question about the recently published 2026 Global Competitiveness Ranking by the Swiss International Institute for Management Development (IMD), where China rose to 12th place and the Hong Kong SAR to 2nd. Business representatives, commenting on this result, called China “the toughest gym in the world,” noting that the country’s unique advantages in scaling and rapid innovation adoption will become an important support for the “China 2.0 opportunities.”
Gu Jiakun emphasized that China has journeyed from being the “world’s factory” to the “global market” and then to the “innovation hub,” with its competitiveness continuing to steadily rise. This has been made possible thanks to stable policies, as well as a strong impetus given by scientific and technological innovations. China not only provides the world with more “market dividends” but also increasingly contributes in the form of “innovation dividends.”
“We see an increasing number of foreign companies establishing research and development centers in China, as well as regional headquarters. They are deeply integrating into Chinese innovation and manufacturing chains, making the transition from ‘Made in China’ to ‘Created in China,'” noted Guo Jiakun. In 2025, the number of new foreign-invested enterprises in the field of scientific research and technical services reached 14,000, which is a 27.2% year-on-year increase. In China, companies from different countries can quickly find partners for cooperation at all stages, making innovation more efficient and accessible. This enables them not only to succeed in the Chinese market but also to enhance their competitiveness globally.
Go Jiakun also noted that for the global economy, innovation is an important way to counter downward pressure and build growth drivers. China will steadfastly adhere to a high-level openness policy, share the results of technological innovations with other countries, invite foreign companies to use the “China 2.0 opportunities” for a new breakthrough, strengthen resilience through open cooperation, and jointly move towards the future through common development.
