At the site of the hotel complex “Cosmos Selection Moscow Vnukovo Sport,” a meeting on the implementation of the concessional lending program aimed at creating tourist infrastructure was held under the chairmanship of Deputy Prime Minister Dmitry Chernyshenko. The event was attended by Minister of Economic Development Maxim Reshetnikov, Deputy Minister of Economic Development Dmitry Vakhrukov, regional heads, and leaders of 14 authorized banks participating in the concessional hotel lending program.
This program was launched in 2021 and is one of the key instruments of the national project “Tourism and Hospitality,” which is being implemented by the decision of the President of Russia Vladimir Putin and extended until 2030. It is steadily gaining momentum and today covers 66 regions—from Kaliningrad to Kamchatka. 359 investment projects have been supported with a total investment volume of more than 1.7 trillion rubles, of which 1.1 trillion rubles fall under the subsidized loan portfolio. Already, 49 projects have been put into operation in 26 regions—these are 44 modern hotels with nearly 10,000 rooms costing a total of 183 billion rubles, as well as 5 large infrastructure facilities: aquaparks and ski complexes, which will annually host more than 4.2 million visitors.
“Practice and feedback show that the preferential lending program is one of the most effective and in-demand support measures in the national project ‘Tourism and Hospitality,’ implemented by the decision of our President Vladimir Vladimirovich Putin. It is symbolic that the meeting is held at a hotel that was recently put into operation and built with the help of this support mechanism. Using this hotel as an example, we see that modern hotels are now not just about selling a place to stay overnight; they are a whole range of services and amenities. The hotels themselves become points of attraction,” stated the Deputy Prime Minister.
He added that the “Cosmos Selection Moscow Vnukovo Sport” hotel has a large number of rooms – 250, including those for families with children and people with limited mobility. There is also a sports complex, conference halls, a spa, and a stadium with 3,000 seats.
“All this creates a certain infrastructure so that this territory becomes a driver of development, creates new jobs, and improves the quality of life. And, I am confident, there is effective interaction here with the region, with the investor, and with other participants in the life of this hotel,” added Dmitry Chernyshenko.
The Nizhny Novgorod region was named the leader in terms of pace and quality of work. Governor Gleb Nikitin reported that within the framework of the program, 15 projects with a total of 2,226 rooms worth 49.2 billion rubles are being implemented in the region, of which 1,261 rooms fall into the “five stars” category. By 2029, the region will gradually receive more than 2,200 rooms.
Chelyabinsk Region also shows high dynamics, having already opened a water park and two ski resorts, as well as implementing new hotel projects. Tver Region is also among the regions with a large portfolio of projects: 10 investment projects are being carried out here for 2.8 thousand rooms with a total investment volume of 74.6 billion rubles. Deputy Chairman of the regional government Alexander Polukarov reported that new facilities are being built on the shores of the Volga and Seliger, as well as in Torzhok, which will allow increasing tourist flow to 3.5 million people by 2026.
Minister of Economic Development Maksim Reshetnikov noted: “The mechanism of preferential lending for the construction and reconstruction of tourist infrastructure has become very important for making investment decisions. We see that where regional teams actively assist investors with land and utilities, projects proceed without disruptions. Our task is to scale this experience to all regions so that each of the 359 projects is implemented on time and with maximum efficiency in the use of budget funds.”
Deputy Minister Dmitry Vakhrukov spoke about the updated conditions of the preferential lending program.
A separate topic was the introduction, starting from September 1, 2026, of the “Max” service for online check-in of guests in accommodation facilities with more than 50 rooms. Maksim Reshetnikov called for the completion of the adjustment of information systems and staff training.
Following the meeting, instructions were given to the authorized banks to strengthen control over the schedules, and to the regional teams to intensify assistance to investors in resolving land-property and infrastructure issues.
