On July 6, 2026, the 230th anniversary of the birth of Russian Emperor Nicholas I will be commemorated. His reign (1825–1855) was marked by the beginning of the industrial revolution and unprecedented construction on a massive scale.

By the mid-19th century, there was significant activity in the development of the imperial capital and Russia as a whole, which created an urgent need to increase the number of architects and civil engineers. To train specialists in the field of construction art, the School of Civil Engineers was established in 1832 by imperial decree. Later, to improve the level of architectural training, in 1842 Emperor Nicholas I signed a decree creating the Construction School, which combined two educational institutions: the Architectural School, established in 1830, and the School of Civil Engineers.
The establishment of the Construction College integrated engineering and architectural approaches, laying the foundation of a strong domestic school. Graduates of this institution possessed unique universal skills for that era, designing and building most of the iconic structures that ensured the industrial and infrastructural boom of the Russian Empire.
Having received a deep military engineering education, Nicholas I personally supervised key transport and architectural projects of the empire. Under his direct oversight as General Inspector of Engineering, large-scale construction of major public buildings aimed at strengthening state power began.
The Emperor closely monitored order in urban planning—no significant project was approved without his signature. He always demanded utmost precision, functionality, and durability in constructions. Under his leadership, a complex system of fortifications was erected. The most striking example is the construction of the powerful forts of Kronstadt, which were intended to reliably protect the maritime approaches to the capital. During his reign, the majestic architectural ensemble of Saint Petersburg took shape. The Emperor supervised the erection of St. Isaac’s Cathedral (where advanced engineering solutions for that time were applied in the construction of the dome), the Mariinsky Palace, and the General Staff building. Attention was also given to the ancient capital, where under the Emperor’s personal supervision the Grand Kremlin Palace was built, becoming a symbol of the indestructibility of Russian statehood.
In the era of Nicholas I, the construction sector was codified for the first time and placed under strict state supervision. The basis were the 1832 Construction Charter and the 1836 Urban Planning Decree, which established strict regulations and defined a unique appearance for the development. The 1851 order mandating the approval of facades entrenched the practice of compulsory use of state-approved “standard” (typical) designs for the construction of residential and public buildings in cities. The emperor also reorganized the management of the industry by creating the Main Directorate of Communications and Public Buildings, which centrally oversaw all architectural, road, and hydraulic engineering works in the country. The first railways with a total length of about 1,000 km and thousands of kilometers of modern highways were built. This laid the foundation for large-scale modernization of the country.
And the first higher educational institution in Russia specializing in architecture and construction, founded by the emperor-engineer and now known as the Saint Petersburg State University of Architecture and Civil Engineering, continues successfully training architects, builders, restorers, road engineers, and engineers who are tasked with preserving Russia’s historical heritage and creating its future.
