The results of Rosagroleasing’s work on renewing the agricultural machinery fleet were discussed, as well as the company’s new projects, including the development of the ecosystem — factoring, machine-technology companies, sharing. In addition, the discussion covered the expansion of the range of supplied equipment for the transportation and processing of MSW and the modernization project of the firefighting machinery fleet.

M. Mishustin: Good afternoon, Pavel Nikolaevich!
Your company is celebrating its anniversary this year – 25 years of operation. “Rosagroleasing” plays one of the key roles in addressing food security challenges.
Much is also being done to increase the technological independence of our agriculture – the President has repeatedly spoken about its necessity. To implement his instructions, the Government continues to provide support not only within the framework of the federal budget. This year, additional funds have already been allocated for the purchase of Russian and Belarusian agricultural machinery.
The agenda retains the task of updating the machine and tractor fleet. Leasing mechanisms are especially in demand for small and medium-sized farms, which often find it difficult to secure funds for such investments.
Your machine and technology companies in the regions can be a great support for them. Agricultural producers get access to modern machinery and equipment at all stages of fieldwork – from soil preparation to harvesting.
How do you assess the results of the past year and what has been achieved so far this year?

P. Kosov: Dear Mikhail Vladimirovich! This year, we are indeed celebrating the company’s 25th anniversary. It can be confidently said that over a quarter of a century, the company has established itself as one of the main drivers of technical and technological modernization, not only in the agro-industrial complex but also in other sectors.
Over these years, nearly 1 trillion rubles have been invested in the country’s economy. More than 175 thousand units of equipment have been purchased and delivered to farms. We work with over 22 thousand client enterprises.
We are the undisputed leaders in the agricultural machinery leasing market. We hold a 63% share. Interestingly, more than 50% of self-propelled equipment in the country is currently purchased through our programs.
We are a very reliable partner for machine builders and the largest channel for selling agricultural machinery in our country.
If we talk about what has changed over the year, I would first of all like to highlight that we have launched a new direction in our ecological leasing, which I will mention a little later.
As for the company’s financial position, we maintain very strong financial stability. In terms of funding, in addition to conventional loans and bond issuance, last year we used a new instrument – digital financial assets. We will continue this direction going forward.
It is important to note that among all our deliveries, if we take the average power of equipment in agriculture, recently the most energy-intensive and productive equipment is being purchased through us. It has 25% higher average power compared to the overall average in our agriculture. This indicates that enterprises are choosing modern, energy-intensive, and more productive equipment.
Mikhail Vladimirovich, at the last meeting you drew attention to the fact that we must closely monitor customer feedback regarding the quality of our equipment. We are certainly carrying out this task in two directions.
First, there is telematics. Second, within the framework of clients’ personal accounts, we have introduced a so-called “Garage” service, where we receive feedback from users about how the equipment operates, what breakdowns and downtimes occur, and what complaints there are. Accordingly, we collect this feedback, accumulate it, and relay it to agricultural machinery enterprises and the Ministry of Industry to promptly resolve issues and make the equipment even more efficient and modern.
Collecting statistics. The average customer quality rating is 4.65 out of five possible, which indicates that our equipment is modern and reliable today.
We understand that sticking solely to leasing would no longer be appropriate. So, we began developing our ecosystem. Thus, we are moving beyond the classic leasing model. Our goal is to offer clients not just a financial tool, but comprehensive solutions. This includes finance, service, equipment operation, digital tools, and other possible services.
One of these directions is factoring. Last year, we began implementing it off the balance sheet of “Rosagrolizing,” and this year we established a subsidiary company that carries out our factoring activities. Factoring is essentially a short-term revolving finance. It covers the supply of seeds, fertilizers, and spare parts. We work both with agricultural producers and manufacturers of agricultural machinery.
A separate direction, probably the most important one, is the development of machine-technology companies, or MTCs – machine and tractor stations, as they were called before. We are transitioning from leasing to a model of owning equipment and providing services. This is most in demand, of course, among small and medium-sized enterprises because, considering the cost of equipment and its maintenance, it is not always profitable to own it – it is more advantageous to order the service.
We finance both third-party MTCs and create our own. Since the beginning of the year, we have established 3 of our own machine-technology companies in three regions of our country. The total investment volume exceeds 13.5 billion rubles. Currently, 1.4 thousand units of equipment are operating in the fields. This season, we started work already in April, as part of spring fieldwork. We plan to cultivate more than 2 million hectares in the current model this season. This figure will grow as we expand our geographical presence and increase the equipment fleet of our machine-technology companies.
Thus, we become not only the owner of a large fleet, but also an actual operator. And this is a completely different level of understanding, perception of the equipment, its operation in real conditions. But we believe that this model is very promising because it ensures optimal utilization of the equipment.
We would like to specifically emphasize energy efficiency. This is an important direction in the activities of the agricultural sector. We are convinced that it is necessary to move away from outdated approaches focused on the race for equipment units and their nominal horsepower, because merely having equipment does not always mean its rational use. We are talking about the need to apply modern agricultural technologies and equipment. This includes precision agriculture, unmanned systems, and autopilot. All of this should effectively lead to cost reductions and, accordingly, increased profitability in the agricultural sector.
A very important point. All the equipment inside the MTK is equipped with telematics devices. We collect all the necessary information about the equipment’s operation in real time: how effectively and reliably it works. Based on this data, we make management decisions. Subsequently, this data will be entered into the GIS systems of the Ministry of Agriculture – into USMT and UZSN (the accounting of self-propelled machines and tractors, as well as agricultural land). This, in turn, should help the Ministry of Agriculture to form accurate ratings of fields and agricultural enterprises and, based on them, develop systematic measures of state support.
And, of course, we pay great attention to the digitalization of our activities. Not only the digitalization, automation, and business processes of Rosagroleasing itself. This year, we are launching a pilot platform project for the development of sharing – joint use of agricultural machinery. This project will have 2 levels: the internal level is the management of MTK, i.e., the machinery…
M. Mishustin:There aren’t any like that in Russia yet?
P. Kosov:There are none.
M. Mishustin:Is this similar to carsharing?
P.Kosov:Exactly. The internal circuit will handle accounting for the activities of the MTC – that is, equipment, logistics, orders, loading of our equipment, while the external circuit is precisely the possibility to join the MTC with your own equipment and thereby make the operation of the equipment more efficient.
M. Mishustin:Great. The more new modern equipment our farmers have, the higher the competitiveness of this sector. And of course, the entire contract conclusion process should be as streamlined as possible using clear, understandable digital solutions, so that people spend less time on paperwork.
Your company is engaged not only in agricultural leasing. There is demand in the regions for the supply of domestic equipment for the utilities sector and for road works. Tell us about the new directions of your activities.
P. Kosov:Last year we began actively supplying equipment for the transportation of solid municipal waste and captured 40% of the market. We delivered more than 1,300 units of equipment. The plan until 2029 is to supply at least 6,000 units of equipment.
As for the demand for these measures, it exists. We see demand not only for self-propelled machinery but also for waste processing equipment. Currently, the issue of expanding the nomenclature in this area is under approval in the Government. As soon as we receive this document, we will begin financing the supply of equipment.
In addition, together with the Ministry of Emergency Situations, we are planning the modernization of the fleet of firefighting vehicles. We participate in tenders under Federal Laws 44 and 223 for the acquisition of vehicles for regional and municipal needs, and we are also considering water transport.
Separately, we are developing directions in other segments as well: our competencies allow us to work both in shipbuilding and in railway transport, and other industries.
We see the statistics for the current year. According to April data, the growth in shipments in the agricultural machinery segment amounted to 5.5% – this is a very good indicator. In MSW, we see a 14% increase.
This indicates that a good leasing mechanism and effective state support measures for preferential leasing stimulate equipment acquisition, modernization of equipment fleets, and promote the growth of these sectors. We are very much counting on the Government to continue supporting our industry in the future.
M. Mishustin:Pavel Nikolaevich, it is extremely important to establish feedback with consumers in order to respond to their requests as quickly as possible. In fact, the directions you have recently started working on additionally are the result of taking feedback into account. Please pay special attention to this matter.
