Starting from July 1, the “Reporting Guillotine” project has launched in Russia, aimed at reducing excessive regional reporting, eliminating duplicate requests, and implementing a unified digital data exchange mechanism. It involves 46 federal executive authorities and 89 subjects of the Russian Federation. The project is being implemented under the supervision of Deputy Prime Minister – Chief of Staff of the Government Dmitry Grigorenko.
As part of the project, a Unified Reporting System (URS) was created based on the GAS “Management”. It sets unified requirements for the composition and formats of reporting data, ensuring automated transmission of information through data showcases. This allows for increased transparency of interagency exchange, elimination of data duplication, and reduction of redundant information volume.
Starting from January 1, 2027, federal executive bodies will be able to request from the regions only those data that are included in the Unified Reporting System.
“We are consistently reducing the bureaucratic burden in the public administration system. A significant part of this work has already been implemented at the federal level, and now we are moving towards the formation of a unified digital standard for regional reporting. For this, we are conducting an inventory of existing forms, eliminating duplicate and excessive requirements, and bringing data into a unified structure considering the needs of sectors. This will reduce the labor costs of preparing reports and allow regions to focus on solving key tasks,” emphasized Dmitry Grigorenko.
He also noted that the project is designed to improve the efficiency of federal ministries and agencies by eliminating redundant procedures and enhancing the coordination of managerial actions.
The project is being implemented in three stages. In the first stage, which will last from July to December 2026, an inventory of existing reporting forms will be conducted to identify and eliminate duplicate and excessive requirements.
During 2027, the second stage will take place: pilot federal ministries and agencies will form unified data sets taking into account industry specifics, and the new reporting mechanism will be tested using the “Report Constructor” in the ECO.
From January 2028 to November 2030, a unified digital reporting mechanism will be gradually implemented in all government bodies participating in the project.
The “reporting guillotine” has become a continuation of the reform to reduce administrative burdens. Earlier, a similar approach was implemented within the framework of the “regulatory guillotine,” which significantly reduced the number of excessive mandatory requirements for businesses. Now this principle is being extended to the interaction between federal authorities and the regions.
