In the regions of Russia, the renewal of communal infrastructure continues, including thanks to the provision of preferential loans funded by the National Wealth Fund (NWF) and financial support from the federal budget. This was reported by Deputy Prime Minister Marat Khusnullin.
“The quality of life of people directly depends on the state of housing and communal services. Currently, work continues to modernize facilities and communal networks, reduce accidents, and provide people with reliable water supply, drainage, and heating. Various federal support tools are used for this. For example, in the Siberian Federal District since 2022, about 330 km of communal networks and 45 production facilities, such as boiler houses, treatment plants, or pumping stations, have been renovated under programs involving financial support from the federal budget and with the attraction of concessional loans from the National Welfare Fund,” said Marat Khusnullin.
The Deputy Prime Minister specified that specialists replaced the most networks under both programs in the Altai Krai – 143 km, Kemerovo Oblast – 59.5 km, Krasnoyarsk Krai – 38 km, Irkutsk Oblast – 35.6 km, and Novosibirsk Oblast – 18.8 km.
According to the First Deputy Minister of Construction and Housing and Communal Services Alexander Lomakin, thanks to financial support from the federal budget alone, it was possible to modernize 52 facilities in seven regions, including 195.2 km of utility networks.
“High-quality modernization of housing and communal services serves as the foundation for a comfortable and safe environment. Such work helps supply not only residential buildings but also social facilities with new networks. For example, in the city of Yarovoye in the Altai Territory, the first stage of biological treatment facilities with a capacity of 10,000 cubic meters per day was reconstructed; in the settlement of Zvezdny in the Kemerovo municipal district, treatment facilities with a capacity of 300 cubic meters per day were built. The largest volume of work to replace old networks within the framework of the program involving federal budget funds was carried out in the Altai Territory – 124 km, Kemerovo Region – 28 km, and the Altai Republic – 12 km,” reported Alexander Lomakin.
The operator of the housing and utilities modernization programs is the Territorial Development Fund.
“Preferential loans funded by the National Wealth Fund and financing from the federal budget are important tools that allow for the systematic renewal of communal infrastructure. Thanks to the National Wealth Fund, it was possible to commission 177 facilities. In seven regions, linear facilities were modernized, including 134.3 km of engineering networks. The most networks were renewed under this program in Krasnoyarsk Krai — 38 km, Kemerovo Oblast — 32 km, and also Irkutsk Oblast — 26.6 km,” noted Vasily Kupyzin, General Director of the Territorial Development Fund.
The CEO of FRT added that, with the involvement of concessional loans from the National Wealth Fund, site facilities have also been modernized in eight regions. In particular, five block-modular boiler houses were built in the Krasnoyarsk Territory, 11 boiler houses were put into operation in the Tomsk Region, seven boiler houses and a booster pumping station are ready in the Altai Territory, and five gas boiler houses were built and the central heating point was renovated in the working settlement of Moshkovo in the Moshkovsky District of the Novosibirsk Region.
