Deputy Prime Minister, Chairman of the Supervisory Board of the public legal company “Roskadastr”, Marat Khusnullin held a board meeting at which the company’s work report for five months of 2026 and plans until the end of the current year were considered.
“The government pays priority attention to the issues of territorial development and increasing capitalization. We see concrete results: for example, the introduction of the M-12 highway has increased the cadastral value of real estate in the adjacent zone by 2.7 trillion rubles – this is a vivid example of how infrastructure projects directly work for the economy of the regions. Under the current conditions, we must intensify activities related to the turnover of land plots. We need to form a land bank for the construction of 1.3 billion square meters of housing within the framework of the national project “Infrastructure for Life.”It is important to carry out this work in close coordination with regional teams and to ensure unconditional achievement of all indicators. This is a key driver for the development of housing construction, improving people’s quality of life, and the growth of regional economies. In addition, it is important to continue working on reducing the investment and construction cycle, implementing the National Spatial Data System, and creating a complete and accurate real estate registry, emphasized Marat Khusnullin.
At the meeting, among other things, plans were discussed to reduce the investment and construction cycle to 80 days by 2030 using the NSPD platform. It combines services for the development of urban planning documentation, expertise, and issuance of permits, and the built-in cartographic module allows spatial checks to be carried out in a unified environment, accelerating decisions and lowering barriers.
At the meeting, it was also noted that within the framework of Law 344-FZ, which activates work on identifying and involving unused land in economic turnover, about 11.9 thousand hectares of territory were identified. Of these, almost 6 thousand hectares are for the reporting period, including 2.2 thousand hectares for housing construction.
“PPK ‘Roskadastr’ integrates into the Big Rosreestr system and is responsible for executing production tasks on the land, critically important for the sustainable development of territories. Taking into account the tasks set by the Government, by 2030, we are to jointly form a land bank totaling no less than 500 thousand hectares, as well as ensure the capitalization of the territories of the Russian Federation in the amount of more than 1 quadrillion rubles.”It is also important to continue the advanced implementation of the National Spatial Data System, complete work on identifying rights holders, and clarify the boundaries of land plots,” said Rosreestr head Oleg Skufinsky.
In addition, the creation and updating of a unified electronic cartographic base is underway: as of today, 81.9% has been formed, and by the end of 2026 it is planned to reach 89%.
In the reunited region, an inventory of real estate objects has been carried out in 23.08 thousand cadastral blocks, the technical condition of 77.4 thousand destroyed or damaged objects has been examined. The real estate registry contains 6.87 million objects, of which 5.09 million objects have been entered as part of the inventory work.
