The results of the corporation’s work on attracting investments and supporting the implementation of investment projects in the Far East and the Arctic were discussed, including infrastructure, as well as in the fields of industry, agriculture, and tourism.
M. Mishustin:Good afternoon, dear Nikolay Olegovich!
The Corporation for the Development of the Far East and the Arctic celebrated its 10th anniversary last year. You have been working there since the beginning of its activities, and for the past four years you have been heading it. And of course, you are deeply involved in the tasks it is designed to fulfill. First and foremost, this is attracting private investors to the industry from two large Russian macro-regions, participating in the construction of infrastructure (engineering networks, communications) for companies so that they can establish efficient production, increase capacity, and create more jobs.
To provide entrepreneurs with comfortable conditions for doing business, the Government has formed an extensive regulatory and legal framework. Residents of the advanced development territories, the Kuril Islands, the free port of Vladivostok, and the special economic zone in the Arctic are granted a whole range of benefits and preferences. And today, thousands of enterprises are already applying them, implementing large-scale projects in the Far East and the Arctic. Mostly, this applies to sectors and industries with high added value.
By the President’s order, a regime of advanced international territories development for foreign investors has now been launched. By the way, we discussed this mechanism in detail during last year’s trip to the Amur region.
Nikolay Olegovich, tell us about the results that the corporation achieved last year, and what the audit is showing now, in the first half of the current year.
N. Zapryagaev:Dear Mikhail Vladimirovich! As you have already said, the key task for the corporation for 11 years, set before us by the Government, is to attract investments and support the implementation of investment projects in the Far East and in the Arctic. For this purpose, the Government has endowed us with unique opportunities and instruments. And they truly allow us to approach the support of the project from practically all sides. For now, we are not engaged in project financing. But we have a wide range of instruments.
For this, we work in almost 11 regions of the Far East and the Arctic. Without this, no way. You always need to understand and know what the enterprise lives by and what concerns it.
To date, we have already entrusted a little more than 4 thousand projects. Investors have committed to investing 15 trillion rubles in them, of which 6 trillion 800 billion has already been invested, and almost 1.4 thousand investment projects in various sectors have been realized, absolutely diverse in volume.
62 thousand hectares of land have been transferred to us for the implementation of investment projects. About 300 MW of electrical capacity has been connected. Another 500 are currently in progress.
We have industrial parks operating in the territory of advanced development – these are sites equipped with engineering communications, located in the Khabarovsk Krai, Primorsky Krai, as well as in Yakutia and even in Chukotka, where “ArcticPromPark” was introduced last year. In 2026, a new industrial park “Kadalinsky” will be launched in Zabaykalsky Krai.
Last year, the construction of infrastructure for two new sites began: “Zapadnaya” in Primorsky Krai and “Rovnoe” in Amur Oblast – we reported on it to you during your visit to Amur Oblast. It is not far from the Blagoveshchensk–Heihe bridge.
Sites with infrastructure are indeed in demand by investors.
In 2025, we received 674 new investment projects, and investors invested a record 1 trillion rubles in projects in the Far East alone. This is one-fifth of the total volume of investments in fixed capital in the district both separately for the year 2025 and in total over 10 years.
And we already see that the payoff is going to state revenues. According to the FTS, payments to tax residents amounted to 137 billion for 2025 and a total of 550 billion over 10 years. Therefore, of course, the policy of supporting investors, which the Government has been consistently implementing for quite a long time, creates opportunities for changing the face of regions, for development, for the implementation of new projects. And we are not going to stop at what has been achieved.
M. Mishustin:I want to discuss in more detail with you the projects that are being implemented with the participation of the corporation. Which facilities have already been fully built and put into operation?
Well, of course, tell us about the projects that still need to be built.
N. Zapryagaev:Indeed, thousands of projects and trillions of rubles are abstract figures. But for us, the most important thing in the work is that behind each figure there is a specific enterprise and a specific team of people. I will talk about some projects that have either already started or will start operating soon.
For example, the first private railway was introduced in the Khabarovsk region – the Tynda-Ocean Railway, 531 km long, which connects a deposit in Yakutia with a port in the Khabarovsk region.
The first priority of the multimodal transport and logistics center “Artyom” in Primorye. It was introduced at the previous Eastern Economic Forum. Essentially, it is a dry port that will become a node to unload the ports of the Far East and increase the efficiency of the Trans-Siberian Railway. In fact, it will be a logistics hub between Asia and the regions of the Russian Federation.
The Kamchatsky greenhouse complex, covering 4 hectares and consisting of greenhouses, has been put into operation. It already supplies fresh greens and vegetables to the residents of the peninsula.
I want to talk about the Amur Hydrometallurgical Plant in the Khabarovsk Territory. It is the first enterprise capable of processing refractory ores twice; it has the world’s largest 50-meter autoclave installed, which precisely helps achieve this.
Hotels at “Mountain Air” and many, many other things.
And this year, in the near future, we are planning a series of unprecedented projects of truly global scale. You are well aware of the Amur gas chemical complex project in Svobodny. This is the largest project not only in Russia but also in the world in the field of gas chemistry.
Hydrometallurgical production of cathode copper is being opened – this is a new processing stage at the Udokan Mining and Metallurgical Complex in the Trans-Baikal Territory, which I also told you about.
Nadvoitsky mineral fertilizer plant, primarily focused on methanol production, will become one of the leaders in the Russian Federation.
Of course, I cannot fail to mention the airports that have already started operating in the Far East. And with comfort, they welcome and see off guests and residents of the Far East. In the Khabarovsk Krai, in Yuzhno-Sakhalinsk, in Kamchatka, in Blagoveshchensk, in Ulan-Ude, and in other regions.
We are only at the beginning of a number of initiatives. These are major projects for the construction of oil refineries, petrochemical production, new capacities for extraction and processing at the largest deposits of copper and iron in the Khabarovsk and Trans-Baikal regions. Together with the Ministry of Industry and Trade, we are overseeing projects for the construction of a printed circuit board factory and a semiconductor facility in Primorye and in the Khabarovsk Territory.
And the hotel should also mark one more direction. In 2025, the INTs Foundation put into operation the first pilot building of an innovative scientific and technological center on Russky Island with an area of 7 thousand square meters. And already now INTs residents are equipping premises there in order to set up laboratories, equipment, and bring scientific and technological developments to the market.
In addition, this year we began to perform the function of a technical customer and help the foundation build new scientific and educational complexes. The first is called the “IT cluster,” the second — “Biotechnologies.” The total area is more than 50 thousand square meters. In fact, these are not just concrete boxes, this is the infrastructure of INTC, which will help scientists bring scientific and technological developments to the market together with businessmen and investors.
There are still many projects in reserve. We are also working on them.
M. Mishustin:Very good. Among the completed projects, you mentioned several airport complexes, new passenger terminals. One of them is in Khabarovsk. During a working trip to the region, we visited it. It was still under construction at that time. The investor, who was also at this meeting, promised to deliver the facility on time. He has not violated any agreements, and this is important. This should be noted.
Air communication and, in general, transport accessibility, of course, have enormous significance for residents of the Far Eastern regions and the Arctic. And also for guests. Today, more and more people are interested in these regions.
How are things in the tourism sector? What projects are being implemented, and in which directions?
N. Zapryagayev:Every tenth of our projects in the Far East is implemented in the field of tourism and recreation. About 300 investment agreements for the construction of ski resorts, hotels, spa centers, and holiday bases have been concluded. And it is important that the support measures we talked about today, since tourist projects have low profitability and a long payback period, really help investors make investment decisions.
The ski resort “Gorny Vozdukh” is being developed. A hotel has opened, and two more hotels directly on the slope of Mount Bolshevik are practically being completed. Both have foreign investments. One with 575 beds and the other with 320 will significantly increase the room capacity in the Southern Sakhalin for the whole season.
An important decision has been made. With the support measures from the Ministry of Economic Development, Tourism of the Russian Federation, a project is being implemented to increase the length of ski slopes. Currently, there are 42 km, it will be 100 km. And also “New Valley” with hotel and tourist infrastructure. This will elevate the project to a serious international level.
In 2026, a new ski complex called “Belaya Gora” will start operating in Arsenyev. It will have 11 km of slopes. It was also implemented with the support of the Government under the Far Eastern concession and a territory of advanced development.
We are currently working with the government of Khabarovsk Krai on the ski resort complex “Heshtsir.” I would also like to note that within the framework of the federal project “Five Seas and Lake Baikal,” a year-round seaside resort with more than 2,000 accommodation places and unique tourist infrastructure is being built in Khasan, Primorsky Krai. Therefore, the number of facilities being built or already constructed is quite large.
By 2025, the total number of tourist trips to the Far East exceeded 7 million 200 thousand. This is a 9% increase compared to 2024 and a 42% increase compared to the pre-pandemic 2019.
M. Mishustin: These are serious numbers.
N. Zapryagaev: Yes, Mikhail Vladimirovich. The top five leaders – Primorye, Khabarovsk Krai, Buryatia, Amur Region with proximity toÂThe People’s Republic of China and Kamchatka, undoubtedly.
Speaking about tourism, I cannot fail to mention the Kuril Islands, where in 2022, following your instructions, an unprecedented preferential regime was introduced for new investment projects, which are granted preferential rates on major corporate taxes for a full 20 years.
The number of investment projects we have has already grown to 65. We registered the 66th.
M. Mishustin: Started with a dozen.
N. Zapryagaev: Da. Only for this year – plus 17 projects. Until 2025, this number did not exceed nine.
M. Mishustin: Who are the investors?
N. Zapryagaev: These are mainly our domestic investors.
And despite the fact that more than 10 projects have been built on the locations over the past three years, there is still a shortage of locations. Demand exceeds supply. Therefore, of course, we invite our investors, take them on business missions, and show them those investment lots that have been formed with the government of the Sakhalin region.
And for our tourists, residents, we still recommend planning their trips in advance in order to fully enjoy everything that can be seen on the Kuril Islands.
M. Mishustin: Thank you, Nikolay Olegovich. The development of the Far East and Arctic regions is proceeding in many directions. Not only in industry, agriculture, but also in tourism.
And to maintain the gained momentum, of course, it is necessary to continue actively attracting investors to all regions of the Arctic and the Far East. To implement all the planned measures so that more people not only travel to these places from hotels, but also study, work, earn, and live there. For this, good conditions and opportunities have been created.
