Deputy Chairman of the Government of the Russian Federation Dmitry Patrushev held a meeting within the framework of Incident No. 55 “Treatment Facilities.” The event was attended by the Minister of Natural Resources and Ecology Alexander Kozlov, the leadership of the Ministry of Construction of Russia, Rosprirodnadzor, deputies of the State Duma, and heads of regions.
“More than two years of work at the ‘Treatment Facilities’ incident site has built a systematic platform that allows controlling both the construction process of the facilities and the further bringing of the treatment parameters to normative standards. As of today, about 40% of the constructed treatment facilities are functioning qualitatively, that is, fully providing the necessary indicators. This is confirmed by the results of inspections by Rospotrebnadzor. We practically started work on this parameter from scratch.”Four regions out of 19, where monitoring is carried out within the framework of the incident, have completely completed the implementation of their projects. These are the Vologda and Irkutsk regions, the Republic of Tatarstan, and Moscow,” Dmitry Patrushev reported.
The Deputy Prime Minister added that in the Nizhny Novgorod, Ivanovo, Kurgan, Chelyabinsk regions and Perm Territory there are five new objects included in the incident. More than 3.5 billion rubles are planned for implementation in 2026 within the framework of the national project “Environmental Well-being.” Together with the Ministry of Natural Resources of Russia, the Ministry of Construction of Russia and “RosStroyKontrol,” the regions need to develop and approve “road maps” for construction.
The Deputy Prime Minister reported that practically all regions have installed online cameras at construction sites. Moreover, new construction projects are being connected to this process. Dmitry Patrushev instructed the Coordination Center, together with the Ministry of Natural Resources of Russia, when preparing reports on the progress of construction work based on online broadcast data, to utilize artificial intelligence capabilities. This will allow obtaining objective information and responding promptly to deviations.
Incident No. 55 “Treatment Facilities” was created on June 15, 2024, for coordinating work on the construction and reconstruction of treatment facilities, implemented within the framework of the national projects “Ecology” and “Environmental Welfare”, as well as to ensure the functioning of these facilities with the achievement of the parameters of regulatory wastewater treatment.
When working in incident format, a special project management system deployed at the Government Coordination Center is used. It allows for operational coordination of participants’ actions and real-time monitoring of project implementation.
