Deputy Chairman of the Government – Head of the Government Office Dmitry Grigorenko took part in a meeting of the State Council Commission on the “Data Economy” direction. The main topic of discussion was the issue of forming key performance indicators (KPIs) for the implementation of artificial intelligence at both the federal and regional levels.

“Recently, we have made significant progress in the development of digital technologies. As of 2025, the IT industry has shown confident growth – its revenue increased by 14%. For comparison: this outpaces the global average growth rates. The volume of exports of Russian IT solutions has also grown – by an average of 20% over the past year, which indicates the high quality of domestic developments and their demand in the international market. This year, we have transitioned to the systemic implementation of AI in key sectors of the economy. For this, target performance indicators for task fulfillment have been established, and monitoring has been launched.”At the moment, work is underway on the formation of a national plan for the implementation of technology. This includes laying down a regulatory framework for the development of artificial intelligence. The government has already developed a corresponding bill. The Deputy Prime Minister noted that as of today, almost 200 target indicators for the implementation of AI technology in 13 key industries by 2026 have been established in Russia. They apply to 20 federal executive authorities. The status of KPI achievement is already being monitored in real-time mode in the federal state information system for the coordination of informatization. Departments submit data on task performance for each control point, and information verification is carried out by the Analytical Center under the Government together with the CECI.In essence, this became the first step towards the systematic implementation of AI technology in Russia and the assessment of the real effects of its application.

The State Council Commission on the direction “Data Economy” is headed by the Governor of the Moscow Region Andrey Vorobyov.
