Beijing, June 23 /Xin Hua/ — The draft amendments to the Law on Government Procurement were presented on Tuesday for consideration at the first reading during the ongoing session of the Standing Committee of the National People’s Congress /NPC Standing Committee/.
Amendments to the law, it is reported, are aimed at the systematic improvement of governmental procurement institutions and mechanisms and providing legal guarantees for the unification of basic market institutions and rules, as well as for the formation of a unified all-China market.
The project consists of 10 chapters and 104 articles. The main changes include adjustments and optimization of the scope of the laws’ application, strengthening the functional role of government procurement policy, enhancing management at all stages of the process, improving the efficiency and standardization of transaction rules, improving fair competition mechanisms, as well as strengthening oversight over the exercise of powers and institutional measures to combat corruption. -0-
