Reduction of international aid volumes undermines efforts to protect the peaceful population in Myanmar, where serious human rights violations continue. This is stated in the new report of the UN Human Rights Office.
The report covers the period from August 2025 to the end of January 2026. It provides a detailed description of serious human rights violations amid ongoing violence related to the conflict, the absence of rule of law, and restricted access for humanitarian aid.
According to the authors of the report, from August 2025 to January 2026, at least 702 civilians died. The majority of the victims were registered in the central region of the country and the state of Rakhine.
The problem of the lack of funds
The report emphasizes that civil society organizations and local authorities are forced to independently ensure the protection of the civilian population, saving people and maintaining access to basic services amid ongoing attacks by the military. However, the reduction and suspension of international aid threaten the work of these mechanisms precisely at the moment when they are needed the most. Thus, the most significant blow has been dealt to ethnic CSOs and organizations working in the interests of women.In addition, due to lack of funds, humanitarian programs, educational initiatives, and projects providing psychological assistance were reduced.
“In many areas, the financing of local initiatives for the protection of the population was the only support for people suffering from constant indiscriminate attacks by the military. The reduction of this aid only worsens their situation,” said the UN High Commissioner for Human Rights Volker Türk.
Relying on local initiatives
Nevertheless, under conditions of limited funding, local structures play a key role in providing emergency medical assistance, operating early warning systems and coordinating humanitarian activities, demonstrating flexibility and the ability to adapt to complex conditions.
“Despite their fragility and limited resources, these organisms have demonstrated that even in extreme conditions it is possible to provide a certain level of protection to the population if such work is based on trust, legitimacy, and joint efforts,” the report notes.
