Intellectual work plays a special role in higher education, and scientific knowledge is considered one of the main resources of universities. Therefore, it is important to create a system that helps teachers to develop professionally, and the university to competently evaluate and select personnel.
It was this very system that was developed and implemented at the Peter the Great St. Petersburg Polytechnic University from January 2024 to March 2026. It was presented at the round table “Diagnostics of Competencies and Quality of Labor,” organized by the UNESCO Chair “Management of Education Quality in the Interest of Sustainable Development” at SPbPU under the leadership of RAS academician Vladimir Okrepilov. The event took place duringAt the All-Russian conference “Personnel work and labor organization in scientific and educational institutions of higher education”.
The vice-rector for educational activities of SPbPU, and the chairman of the PPS Competition Commission, Lyudmila Pankova, spoke about the comprehensive system for forming and developing the professional growth trajectories of teachers at the Polytechnic.
The system solves two tasks at once: it provides teachers with opportunities for self-development within the framework of the chosen direction and increases the overall productivity of the university in educational and scientific work.
The system includes four professional growth trajectories: teacher-researcher, teacher-mentor, teacher-practitioner, and intern.
The first trajectory is intended for professors and associate professors. Its goal is to create conditions for revealing the scientific research potential of the teacher. The target indicators include: article publications indexed in the Scopus, WoS or RSCI databases, and in the VAK journal; participation in scientific research and experimental design work; victories in grant programs and competitions; preparation of highly qualified personnel.
The trajectory of the “teacher-mentor” is designed for professors, associate professors, and senior lecturers, aimed at ensuring comfortable conditions for pedagogical improvement. The success of the work is assessed according to three criteria: the quality of the educational process; guidance of student projects; participation in projects significant for the university.
The goal of the “teacher-practitioner” trajectory is to strengthen the connection between the university and the real economic sector. To participate in this direction, a teacher must work part-time at SPbPU, while having a main place of work in a company from the real economic sector or a government agency. Within this trajectory, the teacher organizes practical events that enhance the university’s authority and improve the applied training of students.
An intern is a trajectory for young specialists. It helps to prepare for pedagogical and scientific activities at the university. Senior students of speciality and master’s programs, as well as graduate students, may apply for it. Participants are employed in positions of educational support, scientific-technical, or engineering staff at SPbPU and perform academic duties under the guidance of a mentor within the framework of a pedagogical internship.
An integrated system for forming and developing professional growth trajectories for teachers on a permanent basis ensures the development and use of practical mechanisms aimed both at improving qualifications and at personal development of staff. The practice of the Polytechnic University can be replicated and introduced into the activities of other universities seeking to improve human resource management and to increase personnel potential, emphasized Lyudmila Pankova.
Participants of the round table also discussed issues of human capital management, professional competencies, labor qualities, assessment, and personnel development. The event was moderated by the director of the Higher School of Production Management and secretary of the PPS Competition Commission, Olga Kalinina. Special interest was aroused by the joint report of Academician Vladimir Okrepilov and the chief researcher of the Center for Regional Economic Quality Problems of the Institute of Regional Economics of the RAS, Natalya Gagulina. The authors studied the interrelation between quality of life and quality of education.
The head of the Training Center “TGK-1” (a branch of “Nevsky”), Viktoria Plotnikov, also shared her experience. She talked about how the energy company improves the professionalism of its employees.
