Yu.Trutnev:Good afternoon, dear colleagues!
Today we summarize the results of the work of the Ministry for the Development of the Russian Far East and the Arctic and the entire system engaged in the development of the Far East and the Arctic in 2025.
Created by the decision of the President of the Russian Federation Vladimir Vladimirovich Putin, the system of preferences, the work of ministries and corporations ensures accelerated development of strategically significant macro-regions – the Far East and the Arctic.
By such indicators as investment growth, industrial production, residential construction, the Far East practically outpaces the average Russian rates by a third. And this is under conditions of unprecedented sanctions pressure and actions by our opponents who are trying to slow down Russia’s economic development.
The existing government support tools allowed investors to invest more than 1 trillion rubles in projects in the Far East and the Arctic in 2025. More than 230 new enterprises were built, creating 25 thousand jobs.
Master plans for the development of Far Eastern cities and Arctic hub settlements are being implemented under the President’s instructions. The implementation in the Far East foresees 3.6 trillion rubles by 2030, and this involves more than 1 thousand facilities in 25 cities. As of today, almost 50% is already financed.
I want to note that such an amount of funds for improving the lives of people in the Far East has never been received before.
We can already see the result of this work today. This is a polyclinic in Ulan-Ude, a children’s technopark in Komsomolsk-on-Amur, the city center “Tribune Hall” in Blagoveshchensk, the “Mayak” park in Magadan, and many other facilities.
In the Arctic, master plans are planned to be implemented by 2035 – this involves more than 500 projects. The total cost amounts to 2.9 trillion rubles, 60% of which are extrabudgetary funds.
As of today, work on 33 facilities has already been completed, and another 142 are being designed and constructed.
In 2025, despite existing economic difficulties, on the proposal of the “United Russia” party, a decision was made to extend the preferential mortgage at 2% until 2030. Over the year, 36 thousand residents of the Far East and 10 thousand northerners improved their housing conditions.
Programs for the construction of affordable rental housing and the free land parcel issuance program “Hectare” are being implemented. In 2025, almost 3,000 families received new rental apartments at a third of the cost, and nearly 20,000 people received land plots. Over the year, demand for land increased by a quarter – by 25%.
Under the support program for higher education institutions “Priority-2030. Far East,” universities are being modernized. World-class campuses are being built in Yuzhno-Sakhalinsk, Ulan-Ude, Chita, and Khabarovsk.
A new important direction of work for us has become the development of the Trans-Arctic transport corridor. We need to ensure the development of the atomic icebreaker fleet, cargo fleet, and create a domestic dredging fleet for operations in the water area.
Today, when our compatriots and friends are fighting for the independence of their countries, we must fully support them. I want to thank all the employees of the ministry and the development corporation who took part in combat actions. Thank you!
The territory of advanced development “Patriotic” created by us has allowed supporting 28 military equipment and weapon production facilities. In total, from 2023 to 2025, more than 170 thousand units have been delivered to the area of the special operation from the Far East.
For the purpose of patriotic education of youth, “Warrior” centers have been created, five branches of “Warrior” operate in the Far East. Almost 140 thousand people have undergone training in the center over three years. We must open three more centers during this year.
At the same time, work on the advanced development of the Far East has formed new challenges that we also need to overcome. These include the inevitability of increased throughput capacity of the Eastern Polygon and the pace of commissioning of border crossing points, shortages of electricity and gas. It is also necessary to replenish the fleet of aircraft. In addition, we need to complete work on the preparation of strategic documents: a new development strategy for the Far East until 2036, a law on a unified preferential regime for the Far East and the Arctic.We must together with our colleagues from the Ministry of Energy of Russia ensure the preparation of the energy development program for the Far East until 2030.
The Far East is 41% of Russia’s territory with a population of almost 8 million people, for whose welfare we all work hard. Much work still lies ahead. I want to remind everyone present that working in conditions when the country is involved in hostilities is unacceptable. It is more honorable to bow and go to the front. I wish everyone success!
