An important disclaimer is at the bottom of this article.

The Bank of Russia will disclose quarterly the values of the loss ratio coefficient for OSAGO and the indicators that form it. It shows the ratio between insurance premiums and payments, including payments related to claims. When the coefficient value exceeds 100%, OSAGO activity becomes deliberately unprofitable for insurers.

According todataAccording to the regulator, the loss ratio for the first quarter of 2026 was 98%.

When calculating the coefficient, in addition to the amount of insurance payments made, the insurance reserves formed by companies for future payments are also taken into account, as well as expenses for loss settlement. The latter include additional payments of insurance compensation for pre-trial claims, court payments and costs, including those in cases of fraudulent claims, as well as the payment for vehicle inspections and conducting independent expertise.

In addition, for the functioning of the OSAGO system, insurers are obliged to make deductions, for example, to compensation funds. From the funds of such compensation funds, the victims receive payments in certain cases – in particular, if the insurer’s license is revoked or the culprit of the traffic accident is unknown. At the same time, some insurers’ costs are not taken into account in the calculation of the coefficient – for example, commission payments to intermediaries (agents, car dealers, and so on) who help attract new clients.

The publication of these financial indicators is aimed at increasing the transparency of OSAGO, which provides the market and consumers with information about the profitability or loss of OSAGO.
